ADDRESSING THE COMMISSION:  The public is allowed to speak to any items or issues, except those scheduled on the consent agenda or regular agenda portions of the agenda, after first being recognized by the Mayor.  Each person will be limited to three (3) minutes for public comment.  As a general practice, the Commission will not discuss/debate these items, nor will the Commission make decisions on items presented during this time, rather they will refer the items to staff for follow up, if necessary.  Individuals are asked to come to the microphone, sign in, and state their name and address.  Speakers should address all comments/questions to the Commission.

Consider an appeal of the Historic Resources Commission decision to deny a Certificate of Appropriateness, associated with Design Review, DR-18-00503, for demolition and new construction of a mixed use structure for The Hub at Lawrence located at 1040 Massachusetts Street and 1041 New Hampshire Street, and a parking garage and mixed use structure located on the east side of the 1000 block of New Hampshire Street. This is a continuation of the public hearing from the April 16, 2019 City Commission meeting.   Staff Memo & Attachments       

 

 

 

ACTION:

Deny the Certificate of Appropriateness, if appropriate.

Consider an appeal of the Historic Resources Commission determination that the project associated with Design Review, DR-18-00503, for demolition and new construction of a mixed use structure for The Hub at Lawrence located at 1040 Massachusetts Street and 1041 New Hampshire Street, and a parking garage and mixed use structure located on the east side of the 1000 block of New Hampshire Street does not meet the Downtown Design Guidelines. If the City Commission upholds the decision of the Historic Resources Commission and denies the appeal request associated with the Certificate of Appropriateness and the Downtown Design Guidelines, then staff recommends denying Special Use Permit No. SUP-18-00502 for ground floor dwelling units for The Hub at Lawrence, located at 1040 Massachusetts Street and 1041 New Hampshire Street, if appropriate.

 

If the City Commission overturns the decision of the Historic Resources Commission and approves the appeal request associated with the Certificate of Appropriateness and the Downtown Design Guidelines, then staff recommends approving Special Use Permit No. SUP-18-00502 for ground floor dwelling units for The Hub at Lawrence, located at 1040 Massachusetts Street and 1041 New Hampshire Street, per the Planning Commission’s recommendation, and adopt on first reading, Ordinance No. 9669, if appropriate.

23rd Street Multi-modal Corridor Study Project Advisory Committee

The Project Advisory Committee has two mayoral appointments, one for a property owner within 1,000’ and one for a business owner within 1,000’.  This is a temporary Committee.

 

Board of Zoning Appeals/Sign Code Board of Appeals

One vacancy for a position that expires 09/30/20.

 

Douglas County Community Corrections Advisory Board:

One position is due to expire 05/31/19 and is eligible for reappointment to an additional term.

 

Douglas County Emergency Management:

One position is due to expire 07/01/19 and is eligible for reappointment to an additional term.

 

Human Relations Commission

One vacancy for a position that expires 09/30/20.

 

Lawrence Cultural Arts Commission

One vacancy for a position that expires 01/31/20.

 

Lawrence Douglas County Metropolitan Planning Commission
