Recommendations/Options/Action Requested:

 

Authorize the City Manager to execute a contract with BG Consultants for the design of Kasold Drive – Clinton Parkway to 22nd Street (CIP# PW18E2) in the amount of $180,161.

 

Executive Summary:

The 2019 CIP includes the Kasold Drive – Clinton Parkway to 22nd Street Reconstruction project with a budget of $1 million (Capital Improvement Reserve Fund – Infrastructure). The 2020 CIP includes an additional $1.2 million for project completion.

 

This segment of Kasold Drive is the last piece of major construction efforts on Kasold Drive in recent years. The adjacent Kasold Reconstruction project to the north completed in 2009 did not include funding for this segment. The traveled way surface has a surface PCI rating of 50.2. The design effort will include traffic analysis to determine thru and turn lane configurations, geometric improvements, bike and pedestrian accommodations, and utility impacts.

 

A four-member selection committee reviewed the qualifications of five engineering firms who had submitted responses to the Request for Qualifications. The committee members were David Cronin, City Engineer; Jeff Crick, Planner; Sarah Graves, Project Engineer; and Jonathan Marburger, Project Engineer. The selection committee evaluated firms using the following criteria:

2.    Capabilities and Resources

3.    Project Overview

4.    References

5.    Quality and Thoroughness of Proposal

6.    Accessibility of Firm’s office

Based on a thorough evaluation using the above criteria, the selection committee recommends BG Consultants, with a total estimated fee of $180,161.

 

Design of the project will begin in the summer/fall of 2019 with construction planned for the spring of 2020.

Fiscal Impact (Amount/Source):

The total fiscal impact of design services is $180,161 with a breakdown of $164,592 for road design and $15,569 for waterline design.

The road reconstruction is funded from the 2019/2020 Capital Improvement Reserve Fund – Infrastructure (CIP# PW18E2).

Waterline replacement within the project limits is funded from the 2019 Waterline Replacement Program (CIP# UT9902).
