Approve a request to rezone, Z-18-00566, approximately 1.47 acres from RS7 (Single-Dwelling Residential) District to RM12 (Multi-Dwelling Residential) District, located at 2314 Tennessee Street and 305-307 W. 23^rd Street and adopt on first reading, Ordinance No. 9664.
Executive Summary:		An application was submitted by William and Sharon Elkins, the property owners of record, to rezone approximately 1.47 acres located at 2314 Tennessee Street and 305-307 W. 23^rd Street from RS7 (Single-Dwelling Residential) District to RS7 (Multi-Dwelling Residential) District. The property is located on the east side of W. 23^rd Street, adjacent to O’Reilly Auto Parts to the west and a multi-dwelling residences to the east. The subject property contains three structures that currently include two single-family residences and a detached garage. The intent of the rezoning request is for development of a multi-dwelling residential development with a total of 16 units. The property is approximately 1.47 acres which would permit a maximum of 17 dwelling units under the requested RM12 District. The zoning in the surrounding area includes CN2 (Neighborhood Commercial Center) District to the west, RM12 (Multi-Dwelling Residential) District to the east, RS5 (Single-Dwelling Residential) District to the north, and RS7 (Single-Dwelling Residential) District to the south. The property is located within the Park Hill Neighborhood. This application was submitted concurrently with a request for a comprehensive plan amendment, CPA-19-00032. The Planning Commission considered this rezoning request at their March 27, 2019 meeting and voted unanimously to forward the rezoning request to the City Commission with a recommendation for approval.
