Recommendations/Options/Action Requested:

Award Bid No. B1915 to Hettinger Excavating, LLC and authorize the City Manager to execute the construction contract in the amount of $493,720.00 for the Louisiana Street Waterline Replacement project (CIP# UT9902).

 

Executive Summary:

The Louisiana Street Waterline Replacement Project includes the replacement of approximately 2,300 linear feet of 2”, 6”, 8”, 12”, and 16” water distribution pipe with new PVC and Ductile Iron waterline of the same size. Repeated failures of the existing waterlines have been documented in 2010, 2013, 2017, and 2018. These failures have resulted in repeated water service outages, prolonged detours, and an emergency in-house watermain replacement project from 20th to 21st Street (2017).

 

The proposed improvements are intended to proactively replace infrastructure known to be deficient. The replacement waterline is generally located on the east side of Louisiana Street from 19th Street to 20th Street and from 21st Street to 23rd Street. This project also includes valves, fittings, fire hydrants, and other miscellaneous appurtenances for the waterline located along Louisiana Street. Construction will begin no sooner than May 27th, 2019 in coordination with the Lawrence School District summer break. The project is anticipated to be substantially complete in August 2019 prior to the fall 2018 school year.

 

Waterline replacement activities will be coordinated with the proposed renovation of Lawrence High School and the forthcoming Bicycle Boulevard Project (PW 1818). Traffic delays and periodic road closures on Louisiana and 21st Streets are anticipated.

 

Professional Engineering Consultants (PEC) completed construction documents and advertised the project on April 3, 2019. The City received four (4) bids, and the low base bidder was Hettinger Excavating, LLC at $493,720.00. Bids were read on April 23, 2019, and are as follows:

A math error was noted in the Banks Construction, LLC bid. However, it did not impact the bid order.

 

PEC recommends awarding the bid to Hettinger Excavating, LLC in the amount of $493,720.00.
