Executive Summary: |
The proposed 5-story mixed-use development, The Hub at Lawrence, located at 1040 Massachusetts Street and 1041 New Hampshire Street, proposes crossing the alley between Massachusetts Street and New Hampshire Street approximately 32 feet above the surface. While the alley would remain open to public traffic, approval of a license agreement for the use of the alley right-of-way is required to permit the proposed expansion of the building across the alley.
The Historic Resources Commission has applied certain standards to the design of the building where it crosses the alley. Other details of crossing the alley would be finalized with the site plan review and a license agreement would need to be drafted for the City Commission’s approval. While the utilitarian function of the alley would need to be maintained for fire and delivery access, as an example, staff does not oppose the concept of crossing the alley with an appropriately designed mixed-use project.
A significant portion of the alley is proposed to be utilized for commercial purposes and so staff would encourage the commission to consider negotiating compensation for use of the alley. |
