Adopt on first reading, Ordinance No. 9668, pertaining to the duties of the Community Police Review Board. 

Executive Summary:

At its March 19, 2019 meeting, the City Commission received a presentation from the Chair of the Community Police Review Board, Anthony Mitchell. During his presentation, Chair Mitchell, on behalf of the Board, requested three changes to the City Code, including a request to amend Section 1-2504(a)(8) so that reference to the Board receiving complaints and ensuring that they are “properly processed” be removed. Chair Mitchell recommended that the language instead state that members would ensure that the complaint is “expeditiously forwarded” to the police department for investigation. The City Commission directed staff to bring back an ordinance amending the language in section 1-2504(a)(8) to address the proposed changes. Ordinance 9668 makes the requested change.

 

The Commission declined the other two requests, which related to qualifications of Board members and the Board’s standard of review during an appeal.
