Recommendations/Options/Action Requested:

 

Approve a Comprehensive Plan Amendment, CPA-19-00032, to Horizon 2020, Chapter 3, related to the rezoning of 2314 Tennessee St & 305-307 W. 23rd St. Submitted by Allen Belot Architect. Adopt on first reading, Ordinance No. 9663 9676, for Comprehensive Plan Amendment (CPA-19-00032) to Horizon 2020, Chapter 3, "General Plan Overview" to revise Map 3-2 Future Land Use, at 2314 Tennessee Street and 305-307 W. 23rd Street from Very Low/Low Density Residential Land Use to Medium/High Density Land Use.

 

 

Executive Summary:

The applicant requested an amendment to Horizon 2020, Chapter 3, “General Plan Overview” to revise Map 3-2 Future Land Use Map, which currently shows the property at 2314 Tennessee Street and 305-307 W. 23rd Street designated with a future land use of Very Low/Low Density Residential. The reason for this comprehensive plan amendment request is to change the current designation to Medium/High Density Residential.

 

This application was submitted concurrently with a request to rezone the property from RS7 (Single-Dwelling Residential) District to RM12 (Multi-Dwelling Residential) District (Z-18-00566).

 

The intent of the associated rezoning request and this proposed comprehensive plan amendment is to allow for a proposed multi-dwelling residential development. The development concept entails the construction of 3 townhome structures with 16 units, at a density of 10.6 dwelling units per acre.  

 

Horizon 2020 defines Medium Density Residential development as having an overall density of 7 to 15 dwelling units per acre while the density scale associated with Low Density Residential development is 1 to 6 dwelling units per acre. The proposed comprehensive plan amendment would bring Horizon 2020 into alignment with the requested rezoning.

 

This comprehensive plan amendment was approved unanimously by the Planning Commission at their March 27, 2019 meeting.
