A.        RECOGNITION/PROCLAMATION/PRESENTATION:

 

1.       Proclaim the month of April as Parkinson’s Disease Awareness Month.

 

2.       Proclaim the month of April as Fair Housing Month.

 

 

B.        CONSENT AGENDA:

 

NOTE:  All matters listed below on the Consent Agenda are considered under one motion and will be enacted by one motion.  There will be no separate discussion on those items.  If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately.

 

1.       Approve City Commission meeting minutes from 02/23/10.

 

2.       Receive minutes from various boards and commissions:

 

Mental Health Board meetings of 12/01/09, 01/26/10, and 02/23/10

 

3.       Approve all claims.  The list of approved claims will be posted to the agenda the day after the City Commission meeting.

 

4.       Approve licenses as recommended by the City Clerk’s Office.    

 

5.       Approve appointments as recommended by the Mayor.

7.       Adopt the following ordinance(s) on second and final reading:

 

a)       Ordinance No. 8497, initiating a previously authorized fifty-five percent (55%) tax abatement on machinery and equipment for Amarr Garage Doors and repealing Ordinance No. 8470.

 

b)       Ordinance No. 8501, establishing the Social Service Funding Advisory Board.

 

8.       Adopt the following resolution(s):

14.     Approve Special Event Permit, SE-3-12-10, for a Country Produce tent sale at the Sears parking lot, 2727 Iowa Street from July 10 through August 15, 2010.    Staff Report

16.     Approve temporary use of right-of-way permits allowing use of city parking lots #8 and #10 for the 2010 Downtown Lawrence Farmers Market.   Staff Memo - Revised 04/05/10

 

17.     Approve as “signs of community interest” a request from the Mid-America Chapter of the National Multiple Sclerosis Society to place signs promoting the Walk MS event to be held on April 10, 2010, at Sunflower Elementary School near various intersections contingent on adjacent property owner permission; signs will be in place through April 10, 2010.

 

18.     Approve as “signs of community interest” a request from the Lawrence Home Builders Association to place directional signs in various rights-of-way for the Spring Parade of Homes, April 16 – 26, 2010.

ADDRESSING THE COMMISSION:         The public is allowed to speak to any regular agenda item or give public comment after first being recognized by the Mayor.  Individuals are asked to come to the microphone, sign in, and state their name and address.  Speakers should address all comments/questions to the Commission.

ACTION:      Direct placement on future agenda for final approval, if appropriate.

 

2.       Consider awarding Bid No. B1006 – Pump Station No. 25 and Force Main Upgrade to the lowest bidder, Midland Contractors, Inc., for $2,372,596 and authorize the City Manager to execute a contract agreement for the project and consider authorizing the City Manager to execute a construction service agreement with Burns & McDonnell for Pump No. 25 and Force Main Upgrade for $64,946.70.   Bid Memo & Attachments   Construction Service Agreement Staff Memo

ACTION:      Authorize use of right-of-way permit and direct staff to negotiate service agreement to compensate City for service costs, if appropriate.

J.         CURRENT VACANCIES – BOARDS/COMMISSIONS:

 

Listed below are existing and upcoming vacancies on City of Lawrence Boards and Commissions.  If interested in serving on a board, citizens should visit the website at http://www.lawrenceks.org/boards.shtml to volunteer online, or send a letter of interest to the Mayor, P.O. Board of Electrical Appeals:

One position will expire 03/31/10 and is eligible for reappointment.  One vacancy for a position that expires 03/31/11.   Both positions are at-large positions.

 

Board of Plumbers and Pipefitters:

Two positions expire 04/30/10; one is eligible for reappointment and the other has served two consecutive terms and is not eligible for reappointment.

 

Community Development Advisory Committee:

Two vacancies for at-large positions that expire 09/30/10 and 09/30/11.

 

Historic Resources Commission:

One vacancy for a position that expired 03/01/10.  This position is designated for a historian.

 

Jayhawk Area Agency on Aging:

One vacancy that expired 09/30/09.

 

Lawrence Cultural Arts Commission:

One vacancy for a position that expires 01/31/11.

 

Lawrence Douglas County Advocacy Council on Aging:

Four positions are currently vacant.

 

Library Board:

One position will expire 04/30/10 and is eligible for reappointment.

 

Public Transit Advisory Committee:

One vacancy for a position that expired 12/31/09 and one vacancy for a position that expires 12/31/10.

 

Retail Task Force:

Nine positions available with the composition of the board as follows:  two City Commissioners, two representatives of downtown merchants, two representatives of merchants outside the downtown area, one representative involved in commercial real estate, an individual representing the business community at-large, and an individual representing the public at-large.

 

Sales Tax Audit Committee:

One position expires 04/30/10 and is eligible for reappointment.

 

Sister Cities Advisory Board:

One vacancy for a position that expires 12/31/11.

 

Social Services Advisory Board:

Seven positions available with the composition of the board as follows:  one member who is a United Way liaison, six members who are citizens of Lawrence at large with interest in services including, but not limited to, affordable housing and neighborhood quality, homelessness, arts and culture, alcohol and drug related issues, public health and safety, or you and families.  Members shall not be employed by any agency receiving social service funding from the City.

 

Traffic Safety Commission:

One vacancy for a position that expires 04/30/10.  Two positions expire 04/30/10 and both are eligible for reappointment to additional terms.
