Project Details
The 2003 Wastewater Master Plan identified improvements to Pump Station 09 located west of 31st and Kasold (area map) that included expansion of the wet weather storage capacity by 2.5 million gallons. The additional wet weather storage is critical to relieving collection system capacity issues and for the continuation of development in the Yankee Tank and Wakarusa Basins and along the 31st Street corridor. The project was to be one of the first projects approved for construction within the Wakarusa Water Reclamation Facility (WWRF) contract. While construction of the WWRF is on hold, there is a more immediate need for the additional storage capacity at Pump Station 09.
Project History
On March 11, 2008, the City Commission authorized staff to advertise a Request for Proposals for professional engineering services to expand wet weather storage at Pump Station 09.
On May 5, 2009 the City Commission authorized staff to negotiate an Engineering Services Agreement for design and construction phase engineering services with Black & Veatch.
On September 1, 2009 the City Commission authorized the City Manager to execute a design and construction phase engineering services agreement with Black & Veatch.
On March 22, 2010 the Planning Commission approved the Preliminary Plat and voted unanimously to forward the Rezoning Request, and Special Use Permit to the City Commission with a recommendation for approval.
Project Status
Concurrent with this request to set a bid date the April 6, 2010 City Commission agenda also includes the following items: acceptance of dedications of easements for the Preliminary Plat of the Four Seasons Pump Station, approval of the Rezoning Request from PUD to OS and adoption of Ordinance on first reading, and approval of the Special Use Permit for the wet-weather detention expansion for PS 09. A Floodplain Development Permit has also been applied for and is being reviewed by Planning Staff. Should any issues or delays arise in the final approval of the Planning related activities Staff will delay the Bid Opening as appropriate.
Black & Veatch have completed the final bid documents and the project is ready to advertise for bidding.

Project schedule is dependent on execution of contract documents, issuance of Notice to Proceed and weather conditions during construction.
Project Funding
The project is funded through the reallocation of $3,500,000.00 from the 2007 revenue bond fund. The project is included in the 2009 Capital Improvement Program as well as the 2009 Rate Plan.
