Please include the following item on the City Commission Agenda for consideration at the April 6, 2010 meeting:

Award of Bid No. B1006; Project CS0707 – Pump Station No. 25 and Force Main Upgrade to the lowest responsible bidder, Midland Contractors, Inc. in the amount of $2,372,596.00 and authorize the City Manager to execute a contract agreement for the project.

 

Project Description

The 2003 Wastewater Master Plan identified improvements required to Pump Station No. 25 which is located in the East Hills Business Park.  The system upgrades are to provide expanded sanitary sewer capacity to the areas east of O’Connell Road and north and south of K10/23rd Street including the East Hills Business Park and the former Farmland property. These improvements include expanding the firm pumping capacity of PS-25 from 0.97 MGD to 3.0 MGD with the capability to expand to 6.0 MGD in the future and the construction of a parallel forcemain. The improvements also provide for reliability and safety enhancements to the pump station. The additional capacity of PS-25 will work in conjunction with the new Pump Station 49 to provide current, and future, areas of the City southeast of 23rd Street and O’Connell Road sanitary sewer service. PS-49 will initially collect flows and pump them north to PS-25 which discharges to the existing Kaw Wastewater Treatment Plant. The general area involving the project is shown on the attached map.

 

Project Status / Details

During the February 16, 2010 City Commission meeting a bid date of March 16, 2010 was set for the project.

The bid opening is complete.  The following bids were received from seven (7) contractors;

Attached to this memo is a recommendation from Burns & McDonnell to award the project to the lowest responsible bidder Midland Contractors, Inc.  Midland has successfully completed three (3) projects for the Utilities Department in the previous two (2) years.

 

We anticipate the following schedule for the remainder of the project:

 

          Notice to Proceed     April, 2010

          Project Completion   February, 2011

 

This schedule is contingent upon the contract execution and weather conditions during the construction period.

 

 

Project Funding

The project has been included in the Department of Utilities proposed Capital Improvement Projects and Rate Plans. This project will be funded from the 2007 Utilities Department bonded construction fund as authorized by Resolution 6776. 

Action Request

Staff recommends award of Bid No. B1006; Project CS0707 – Pump Station No. 25 and Force Main Upgrade to the lowest responsible bidder, Midland Contractors, Inc. in the amount of $2,372,596.00 and authorize the City Manager to execute a contract agreement for the project.
