ONE (1) 25 YD REAR LOAD REFUSE TRUCK – Public Works – Bid#1016

Public Works Solid Waste requested bids for a 25 yd. rear load refuse truck.  Solid Waste equipment is replaced according to our equipment replacement schedule.  The equipment replacement schedule is based on age, mileage, hours of use, and cost of maintenance and upkeep.  We received fifteen bids from six companies.  The difference in the bid amounts shown on the attachment is due to different combinations of the make of the chassis, the make of the packer, the transmission, and tires.  The low bid from American Equipment did not meet specifications due to hopper vertical opening, tailgate overhang and tires; however the second low bid from Downing Sales and Service did met the required specifications of the bid.  We also requested pricing for an optional AM/FM/weather radio that was bid at $147.00 by Downing.

Solid Waste has one rear load refuse truck that meets the criteria for replacement. Downing offered $34,000 for this truck as a trade in price.  We have been monitoring trucks on Gov Deals and find they have only two trucks comparable.  They are selling for $27,000 and $10,000.  This purchase was approved in the 2009 budgeting process.

Recommendation Action:

Award low bid for a 25 yd. rear load refuse truck with optional radio for Public Works Department to Downing Sales and Service for $135,313.00. (Public Works/Solid Waste)
