A. RECOGNITION/PROCLAMATION/PRESENTATION:

B. CONSENT AGENDA:
NOTE: All matters listed below on the Consent Agenda are considered under one motion and will be enacted by one motion. There will be no separate discussion on those items. If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately.
1. Approve City Commission meeting minutes from 07/20/10 and 07/27/10.
2. Receive minutes from various boards and commissions:
Hospital Board meeting of 06/16/10
Board of Zoning Appeals meeting of 05/06/10
Historic Resources Commission meetings of 06/17/10 and 07/15/10
Human Relations Commission meeting of 05/20/10

3. Approve all claims. The list of approved claims will be posted to the agenda the day after the City Commission meeting.
4. Approve licenses as recommended by the City Clerk’s Office.
5. Approve appointments as recommended by the Mayor.
6. Bid and purchase items:
a) Set bid opening date of September 21, 2010 for the DeVictor Park Trail extension. The City is receiving grant funding for part of these improvements. Bid Memo & Attachments
b) Set bid opening date of September 28, 2010 for Bid No. B1049, Project UT1002DS, Indiana Street waterline crossing at 6th Street. Bid Memo & Attachments
c) Set bid opening date of September 28, 2010 for Bid No. B1050, Project UT0905CS, sanitary sewer main replacement for the 1100 block of Delaware Street, the 1500 block of New Hampshire Street, and the 700 block of Michigan Street. Bid Memo & Attachments
d) Approve purchase of one Laser Shot LE Pro Law Enforcement Trainer System for the Police Department for $28,207. The City is receiving grant funding to partially fund this item. Bid Memo
e) Approve payment to Alpha Omega Geotech, Inc. for specialized inspection services for the Carnegie Library rehabilitation project, for $23,331.25. Staff Memo
7. Adopt the following ordinance(s) on second and final reading:
a) Ordinance No. 8557, amending contractor licensing regulations found in Chapter 5, Articles 15 and 17 of the City Code.
b) Charter Ordinance No. 41, exempting the City of Lawrence from the non-uniform state statute on primary elections for the Office of City Commissioner and requiring a primary election if seven or more candidates file for office.
8. Approve extension request for Final Development Plan for Miracon Plaza Planned Commercial Development - Phase 1 [FDP-01-02-07] generally located at the northeast corner of Wakarusa Drive and Clinton Parkway. Submitted by Tim Herndon, Landplan Engineering, for Timothy W. Schmidt of OFF-PISTE, Inc., property owners of record. The approved plan proposes construction of a two-story retail/office/bank building containing approximately 8,000 square feet and associated site improvements. 9. Approve a Temporary Use of Public Right-of-Way Permit to close 7th Street from Tennessee Street to Kentucky Street on Friday, 09/17/10 from 11:00 a.m. – 1:00 p.m. and Saturday, 09/18/10 from 7:00 a.m. – 8:00 p.m. for a Strongman Competition. Staff Memo & Attachments
10. Approve a street vendor license for Last Stop Snack Shop at the southwest corner of 10th Street and Massachusetts Street, pending satisfactory inspection of the cart’s heating device(s) by the Fire Medical Department. 11. Approve a Temporary Use of Right-of-Way Permit for the use of various streets for the Jingle Bell Run, including the rolling closure of Massachusetts Street downtown from approximately 8:20 a.m. to 8:50 a.m. on Sunday, December 12, 2010. 12. Approve the following items relating to sidewalk dining and hospitality area at Wa Restaurant, 740 Massachusetts Street:
a) Approve Site Plan SP-6-29-10 for a new restaurant and sidewalk dining for Wa Restaurant, to be located at 740 Massachusetts Street. Submitted by Mary Kol for Freda Miller and Jack Miller Co-Trustees, property owner of record. Staff Report Site Plan

c) Allow possession and consumption of alcoholic beverages on certain city property pursuant to a license granted by the City Commission under 6-1201, et seq.
13. Authorize the Mayor to sign Releases of Mortgage for the following: Staff Memo

b) Nancy Edwards, 1607 W. 27th Street, and
c) Priscilla Howe, 347 Elm (2 mortgages).
14. Approve as signs of community interest, a request from United Way of Douglas County to place “United Way Helps Here” banners at 15 member agency locations from 09/09/10 through 12/01/10. Request - Added 09/07/10

I. CURRENT VACANCIES – BOARDS/COMMISSIONS:
Listed below are existing and upcoming vacancies on City of Lawrence Boards and Commissions. If interested in serving on a board, citizens should visit the website at http://www.lawrenceks.org/boards.shtml to volunteer online, or send a letter of interest to the Mayor, P.O. Box 708, Lawrence, KS 66044.
Board of Zoning Appeals/Sign Code Board of Appeals:
Four positions expire 09/30/10. Two positions are eligible for reappointment to additional terms, while the other two positions are not eligible for reappointment.
Building Code Board of Appeals:
One term expires 07/30/10 and is not eligible for reappointment.
Community Commission on Homelessness:
Three vacancies that expired 06/30/10 (these terms were extended to finish work on the Housing Vision. Replacement terms will expire 12/31/12). Two vacancies for terms that expire 12/31/11.
Community Development Advisory Committee:
Two at-large positions, held by Marshall and Polson, expire 09/30/10. Both are eligible for reappointment to additional terms. One target neighborhood position will become vacant 09/30/10. Two vacancies for at-large positions that expire 09/30/10 and 09/30/11.
Convention and Visitors Bureau Advisory Board;
Five terms expire 07/01/10. Adams, Johnston, and Schumm are eligible for reappointment to additional terms.
Electrical Code Board of Appeals:
One vacancy for a position that expired 03/31/10 and one vacancy for a position that expires 03/31/11. Both positions are at-large positions.
Three positions expire 09/30/10. One position is eligible for reappointment while the other two positions are not eligible for reappointment.
One vacancy on the Board of Directors expired 09/30/09. One position on the Advisory Council will become vacant 09/30/10.
Lawrence Cultural Arts Commission:
One vacancy for a position that expires 01/31/11.
Lawrence Douglas County Advocacy Council on Aging:
Three positions are currently vacant.
One vacancy expired 04/30/10.
Social Services Advisory Board:
Four vacancies for positions that expire 04/30/12. These positions are at-large positions.
