Motioned by Commissioner Veatch, seconded by Commissioner Smith, to approve the May 20, 2010 Action Summary.

ITEM NO. 2: CoMMUNICATIONS
a) Ms. Braddock Zollner stated the Staff Report and design layout for Item 4 had been updated.
b) There was no declaration of abstentions from specific agenda items.
ITEM NO. 3: DR-05-40-10 1501 Crescent Road; Addition; Certified Local Government Review. The property is located in the environs of the Chi Omega Sorority House (1345 West Campus Road), Register of Historic Kansas Places, and the Fernand Strong House (1515 University Drive), National Register of Historic Places. Submitted by Jane Montgomery of Jane Allyson Design Enterprises for Carolyn Johnson and Francis DeSalvo, the property owner of record.

Ms. Braddock Zollner presented the item.
APPLICANT PRESENTATION
Jane Montgomery stated the home at 1501 Crescent Road had been built without a kitchen. She said the new owners of the home wanted to add a kitchen, master bedroom and garage area. She said the screened porch and the garage were not original.
Commissioner Antle asked Ms. Braddock Zollner if the changes to the property would affect the possibility of the property being placed on historic registers.
Ms. Braddock Zollner said the local, State and National registers consider properties changing over time so that they can continue to be used. She said the alteration of the sun porch space might adversely impact the eligibility of the property for the National Register.
Ms. Montgomery stated the property owner was not interested in putting the home on the National or State register.
Commissioner Foster asked Ms. Montgomery to explain the proposed materials.
Ms. Montgomery said the upper dormers and garage consisted of stucco. She said no new materials would be used.
Commissioner Foster asked Ms. Montgomery if the existing bricks would be reused.
Ms. Montgomery said the existing bricks had been taken from a building at Kansas University that was demolished. She said it made more sense to match the existing stucco.

COMMISSION DISCUSSION
The Commission discussed the visibility of the proposed alterations from the listed property and from the street.
Commissioner Meyer said the back of the home was not visible from the street due to vegetation.
ACTION TAKEN
Motioned by Commissioner Veatch, seconded by Commissioner Antle, to approve the addition project at 1501 Crescent Road in accordance with the Standards and Guidelines for Evaluating the Effect of Projects on Environs, the standard of evaluation, and make the determination that the proposed project does not encroach upon, damage, or destroy the environs of one or more listed historic properties with the following conditions:
1. The applicant provide complete construction documents, with material notations, including window and door details and stucco detail (material and color), to be reviewed and approved by the Historic Resources Administrator prior to release of a building permit;
2. Any changes to the approved project will be submitted to the Historic Resources Commission prior to the commencement of any related work;
3. The property owner will allow staff access to the property to photo document the project before demolition, during construction, and upon completion of the project.
Motion carried unanimously, 5-0
ITEM NO. 4: DR-04-29-10 921 Massachusetts Street; Sign/Awning; Certified Local Government Review and Certificate of Appropriateness Review. The property is a contributing structure to Lawrence’s Downtown Historic District, National Register of Historic Places. It is also located in the environs of the Plymouth Congregational Church (925 Vermont) and the Hanna Building (933 Massachusetts), Lawrence Register of Historic Places. It is also located in the Downtown Conservation Overlay District. Submitted by Luminous Neon, Inc. on behalf of Tim Liebert for Richard Raney, the property owner of record.

APPLICANT PRESENTATION
Tammy Moody stated the letters for the sign would be in all capital letters attached to a wire way that would be no more than two inches thick. She said the wiring for each letter would be contained within the wire way with the power packs for the letters mounted under the canopy.
Ms. Braddock Zollner stated the building was the Kress building until 1965. She said the entrance had been altered and there had been a total building remodel from the upper window area to the top of the building.

ACTION TAKEN
Motioned by Commissioner Antle, seconded by Commissioner Smith, to approve the sign at 921 Massachusetts Street in accordance with the Secretary of the Interior’s Standards and the Downtown Design Guidelines, the standards of evaluation, and make the determination that the proposed project does not encroach upon, damage, or destroy listed historic properties and their environs with the following conditions:
1. Any changes to the approved project will be submitted to the Historic Resources Administrator prior to the commencement of any related work.

ITEM NO. 5: Chapter 11 Historic Resources Horizon 2020 Comprehensive Preservation Plan for the City of Lawrence and Unincorporated Douglas County.
PUBLIC COMMENT
Betty Alderson asked Ms. Braddock Zollner to explain the meaning of sustainability.
Ms. Braddock Zollner stated sustainability means different things to different groups but it included sustaining the existing built fabric.
Commissioner Antle said sustainability also included ensuring buildings were efficient as possible.

D. There was no general public comment.
E. Ms. Braddock Zollner stated City Commission members voted to accept the Historic Preservation Fund grants for Staff to attend NAPC Forum and accepted $4000.00 for a Historic Resources intern. She said the City would not fund any part of the intern. Ms. Braddock Zollner said the State Rehabilitation tax credit was reinstated to 25% rehabilitation tax credit with no limitation on the amount of projects.
