ACTION:

Adopt on first reading, Ordinance No. 9615, pertaining to the regulation of animals, if appropriate.

Moved by Commissioner Herbert, seconded by Vice Mayor Larsen, to adopt on first reading, Ordinance No. 9615, with direction to staff to provide the following when presented on second reading: corrected numbering, increase the age of domestic dogs and cats excluded from prohibition to 12 weeks, amend language in Sect. 3-105A(A) to ‘may’ instead of ‘shall’ for impound, recommendation on special use permit process for owning more than the allowed number of dogs or cats, and recommendation on use of electronic collars. Motion carried unanimously.

Commissioner Ananda stated she will be arriving late for the December 18, 2018 City Commission meeting.

Moved by Commissioner Ananda, seconded by Commissioner Soden, to direct staff to add the following to the 2019 City of Lawrence Legislative Priority Statement: support reduction in state sales tax on food, and, support an opt-in for local governments should the state establish any sales tax holidays. Motion carried unanimously.

The work session provides an opportunity for the City Commission to discuss items in greater detail.  As a general practice, the Commission will not make decisions on items presented during this time; rather they will refer the items to staff for follow up, if necessary.  Public comment related to the work session topics will be allowed at the end of the discussion on each item.  Each person will be limited to three (3) minutes for public comment.

One position is due to expire 12/31/18 and will become vacant. This position is designated for a representative from the Douglas County Commission.

One vacancy for an at-large position that expires 09/30/20.

 

eXplore Lawrence Governing Board

One position is due to expire 12/31/18 and is designated for a representative from the City Commission.

 

Human Relations Commission

Two vacancies for positions that expired 09/30/18.

 

Jayhawk Area Agency on Aging

One vacancy for a position that expired 09/30/18.

 

Public Transit Advisory Committee

Two positions are due to expire 12/31/18 and are not eligible for reappointment to additional terms.
