Recommendations/Options/Action Requested:

 

Approve the purchase of one (1) 3680XP Recycler from Bobcat of Columbia, in the amount of $526,858.56, as part of the 2019 CIP (PW19SW1CIP) replacement schedule.

 

Executive Summary:

Solid Waste identified the replacement of unit #5201 in the 2019 budget and CIP (CIP# PW19SW1).  Unit #5201 is a 1998 TG400A tub grinder that serves as the primary organic reduction unit.  This unit provides the grinding of wood debris for mulch material and grinding of yard waste in the composting process.  It serves a vital role in the City’s composting management and operations.  Central Maintenance and Solid Waste staff conducted both on-site demonstration and off-site reviews of horizontal grinding units over the past six months.  Through collective review, staff determined the 3680XP Bandit grinder provided the right size and application at the right pricing structure. This unit will increase capacity both in material quantity and material sizing.  Pricing was attained from the Sourcewell (formerly NJPA) cooperative purchasing contract.  Solid Waste has additional funding awarded by the State of Kansas in a grant issued to the City of Lawrence.

Fiscal Impact (Amount/Source):

The fiscal impact to the City is a net $476,858.00.  This cost includes total pricing with trade value of unit #5201 and a State of Kansas grant award reimbursement of $50,000.00.  The PO for this piece of equipment will be issued in January 2019.
