10/16/18 @ 11:40 a.m.:

· Added correspondence to Consent Agenda Item No. 5 - Approve Change Order No. 1, in the amount of $54,605.97, to Pavers, Inc. for work performed on CIP PW17E66CIP, E. 9th Street Project, from New Hampshire Street to Pennsylvania Street;

· Added a PowerPoint presentation to Regular Agenda Item No. 1 - Receive presentation from the Kansas Department of Transportation with an update on the Supplemental Environmental Impact Study for the west-leg South Lawrence Trafficway;

CONSENT AGENDA:

NOTE: All matters listed below on the Consent Agenda are considered under one motion and will be enacted by one motion. There will be no separate discussion on those items. If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately. Members of the public wishing to speak to an item that has been pulled off the Consent Agenda will be limited to three (3) minutes for comments.

1.	Approve City Commission meeting minutes from 10/02/18 and 10/09/18.

6.	Adopt on second and final reading, Ordinance No. 9567, establishing capital improvement funds and providing for the budgeted transfer from other city funds lawfully available for improvement purposes to the capital improvement funds.

7.	Accept dedications of easements and rights-of-way as shown on Final Plat, PF-17-00615, for The Links at Kansas 2^nd Addition, a one-lot subdivision on approximately 20.80 acres located in the northeast corner of the intersection of Rock Chalk Drive and George Williams Way. 8.	Initiate a Text Amendment, TA-18-00467, to the City of Lawrence Code, regarding proposed changes to multiple chapters of the City Code to facilitate affordable housing development options and including density bonus. Staff Memo & Attachments

9.	Initiate a Text Amendment, TA-18-00466, to the City of Lawrence Code, Chapters 18 and 20 regarding the use of synthetic turf. Staff Memo

10.	Accept dedications of easements and rights-of-way associated with Final Plat, PF-18-00337, for Mercato 2^nd Addition, a commercial subdivision containing a 20.906-acre lot, a 0.243-acre tract and associated right-of-way. The property is located in the southeast corner of the intersection of Rock Chalk Drive and E. 902 Road (Renaissance Drive). 11.	Authorize the City Manager to execute an agreement with Bert Nash Community Mental Health Center, Inc. to provide $495,000 in Housing Trust Funds for the construction of a transitional housing and mental health recovery facility as previously approved by the City Commission and recommended by the Affordable Housing Advisory Board. 12.	Authorize the City Manager to enter into contract negotiations with Aetna to provide stop-loss coverage at the current levels for the City’s Employee Healthcare Plan for 2019 with a total annual premium of $1,269,373. Staff Memo & Attachments

C.	PUBLIC COMMENT:
ADDRESSING THE COMMISSION: The public is allowed to speak to any items or issues, except those scheduled on the consent agenda or regular agenda portions of the agenda, after first being recognized by the Mayor. Each person will be limited to three (3) minutes for public comment. As a general practice, the Commission will not discuss/debate these items, nor will the Commission make decisions on items presented during this time, rather they will refer the items to staff for follow up, if necessary. Individuals are asked to come to the microphone, sign in, and state their name and address. Speakers should address all comments/questions to the Commission.

Consider adopting on first reading Charter Ordinance No. 46, exempting the City of Lawrence, Kansas, from the provisions of K.S.A. 13-1024a and providing substitute and additional provisions on the same subject relating to general improvements and the issuance of bonds for the purpose of paying for said improvements; and repealing Charter Ordinance No. 27. Commissioners are invited to join the Douglas County Commission and the Lawrence Douglas County Planning Commission for a presentation of Plan 2040: The Comprehensive Plan for the City of Lawrence and Unincorporated Douglas County on Friday, October 19, 12:00 – 2:00 p.m., during the Lawrence Douglas County Planning Commission Orientation session.

City offices closed November 22 – 23 for the Thanksgiving holiday.

Affordable Housing Advisory Board

Three positions are due to expire 12/31/18 and are eligible for reappointment to additional terms. These positions are designated for representatives from Justice Matters, Lawrence Home Builders, and an at-large representative.

Bodywork Advisory Board

One vacancy for an at-large position that expires 09/30/20.

Community Development Advisory Committee

One vacancy for a position designated for a low/mod representative expired 09/30/18. Two additional vacancies for at-large positions expire 09/30/19, and 09/30/20.

eXplore Lawrence Governing Board

Two positions are due to expire 12/31/18, designated for a City Commission Rep. and a Service/Event Mgmt Industry Rep., and will be eligible for reappointment to additional terms.

Homeless Issues Advisory Committee

One vacancy for a position that expires 12/31/19. This position is designated for a law enforcement representative. Two additional positions are due to expire 12/31/18. One of these positions will be eligible for reappointment to additional terms and one position will not be eligible for reappointment.

Human Relations Commission

One vacancy for a position that expired 09/30/18. One additional position expired 09/30/18 and is eligible for reappointment to an additional term.

Jayhawk Area Agency on Aging

One position is due to expire 09/30/18 and will not be eligible for reappointment.

Lawrence Douglas County Advocacy Council on Aging

Five positions expired 12/31/17. Four positions are eligible for reappointment to additional terms and one position is vacant.

Mental Health Board

One position expired 04/30/17.

Public Transit Advisory Committee

Three positions are due to expire 12/31/18. Two positions are not eligible for reappointment to additional terms and one position is eligible for reappointment to an additional term.

Social Service Funding Advisory Board

Two vacancies for positions that expired 08/31/18 and one vacancy for a position that expires 08/31/19. One additional position expired 08/31/18 and is eligible for reappointment to an additional term.

Sustainability Advisory Board

Five positions are due to expire 12/31/18, with three positions eligible for reappointment to additional terms and two positions not eligible for reappointment.
