September 13, 2018 Meeting Minutes

Chair Holley called the CDAC meeting to order at 5:34 pm.
1. Introductions
The committee members introduced themselves.
2. Approval of the May 10, 2018 meeting minutes
Pondrom moved to approve the May 10, 2018 meeting minutes. Coker seconded the motion. The motion passed 5-0.
3. Review 2018 CDBG/HOME grant application packets
Dresslar said the applications are the same as last year, just with updated dates. The applicants will again have to attend an application review meeting with staff before submitting an application for funding. Dresslar said staff had been contacted by several new applicants about applying for funding, including both public service and non-public service activities.
Holley moved to approve the 2018 CDBG/HOME grant application packets. Koprince seconded the motion. The motion passed 5-0.
4. Discussion of the fall public hearing on September 27, 2018
Dresslar said the fall public hearing on the 2017 Consolidated Annual Performance and Evaluation Report (CAPER) would be held on September 27, 2018 during the CDAC meeting. The CAPER will be posted for a thirty day public comment period, beginning on September 20, 2018. The CAPER will be sent to HUD no later than October 31, 2018.
Dresslar reminded the committee it is very important to have a quorum at this meeting, to be able to hold the required public hearing.

There was no public comment
6. Miscellaneous/Calendar
The next meeting of the CDAC will be September 27, 2018, at 5:45pm.
Dresslar said historically the CDAC has voted to cancel the October, November, and December meetings. If there is a quorum at the September 27, 2018 meeting, this option will be discussed. Holley asked if they should vote now on canceling those meetings. Dresslar said she would suggest waiting to see if there is a quorum at the September 27, 2018 for the public hearing before voting on those cancellations.
7. Adjourn
Holley moved to adjourn the meeting. Baker seconded the motion. The motion passed 5-0.
