Accept dedications of easements and rights-of-way as shown on Final Plat, PF-17-00615, for The Links at Kansas 2nd Addition, a one-lot subdivision on approximately 20.80 acres located in the northeast corner of the intersection of Rock Chalk Drive and George Williams Way. Submitted by Blew & Associates, PA, for Links at Kansas Phase II, property owner of record. |

Executive Summary: |
The Links at Kansas, 2nd Addition Final Plat will create one 20.80-acre lot for the second phase of the Links at Lawrence Planned Residential Development. A key component of this development is the clustering of residences, at a limited density of six (6) dwelling units per acre, into apartments to accommodate the protection of the environmentally sensitive lands on the site: stands of mature trees and stream corridor.
The required right-of-way for both phases was dedicated with the Links at Kansas, 1st Addition, the plat for the first phase of the project. Utility and access easements are being dedicated with this final plat. Agreements Not to Protest the Formation of a Benefit District shall be recorded for the following: street and sidewalk improvements for Queens Road and George Williams Way; intersection improvements for Queens Road and Wakarusa Drive, Queens Road and W. 6th Street, and George Williams Way and Rock Chalk Drive. These agreements shall be recorded prior to the recording of the final plat. (Similar agreements were recorded for the property within the Links at Kansas, 1st Addition.)
Rock Chalk Drive and the roundabout at the intersection of Queens Road and Rock Chalk Drive were installed with the first phase of the project at the property owner’s expense. |

There is no fiscal impact to the City. The developer is responsible for financing this project and will record agreements not to protest the formation of benefit districts for street and intersection improvements. |
