d)       Approve the sole source purchase of two replacement, excess flow pump, variable frequency drives from Logic, Inc. for the combined total purchase price of $129,380.58 for Project UT1707 Kansas River Wastewater Treatment Plant VFD Replacements.   Staff Memo & Attachments

7.       Adopt on second and final reading, the following ordinances:

 

a)       Ordinance No. 9396, repealing the Joint Economic Development Council.   Staff Memo & Attachments

 

b)       Ordinance No. 9397, assigning the former Joint Economic Development Council’s responsibilities to the Public Incentives Review Committee and removing the Mayor and Vice Mayor from service on the Public Incentives Review Committee.   Staff Memo & Attachments

 

c)       Ordinance No. 9411, repealing the Lawrence Advisory Board on University Student Issues.

 

d)       Ordinance No. 9412, repealing the Downtown Parking Advisory Board.

 

e)       Ordinance No. 9413, repealing the ECO2 Commission.

 

f)       Ordinance No. 9414, rezoning (Z-17-00386) approximately 3.44 acres from RSO (Single-Dwelling Residential) District to RMO (Multi-Dwelling Residential) District, located at 3705 Clinton Parkway.

 

g)       Ordinance No. 9415, for Special Use Permit (SUP-17-00383) for Active Recreation at 3705 Clinton Parkway.

 

h)       Ordinance No. 9416, for Text Amendment (TA-17-00495) to the City of Lawrence Land Development Code, to permit nonresidential uses and vertical mixed-use structures in the Tertiary Zone of the MU (Mixed Use) District.

 

i)        Ordinance No. 9417, rezoning (Z-17-00322) approximately .6 acres from RS5 (Single-Dwelling Residential) District to MU (Mixed Use) District, located at 401 Elm Street.

 

j)        DEFERRED UNTIL 11/14/17.   Ordinance No. 9418, for Special Use Permit (SUP-17-00496) for Manufacturing and Production, Limited, and Retail, General and Non-Ground Floor Dwelling uses at 401 Elm Street. Submitted by Margretta O. Farrar-de Vries, property owner of record.  (The first reading of Ordinance No. 9418 was adopted on October 17, 2017 with direction to modify condition “c” contained in the ordinance.  That condition has been revised for the second reading of the ordinance.)

 

8.       Authorize the City Manager to execute a License Agreement with the Roman Catholic Archdiocese of Kansas City in Kansas, a Kansas not for profit corporation, for the purpose of extending its entrance steps and use a portion of the Kentucky Street right-of-way.   Staff Memo & Attachments

 

9.       Authorize the Mayor to execute the Cooperation Agreement between the City, County, and Senior Resource Center of Douglas County and authorize the City Manager to execute the funding contact for the cost sharing of Fire Station No. 1 and lease agreement with SRC for use of space within Fire Station No. 1.   Staff Memo & Attachments

11.     Authorize the City Manager to execute the necessary agreements with Aetna to provide stop-loss coverage at the current levels for the City’s Employee Healthcare Plan for 2018 with a total annual premium of $1,018,206.    Staff Memo & Attachments

14.     Receive the Bert Nash Community Health Center 2017 Second Quarter Performance Report.

a)       Consider adopting on second and final reading, Ordinance No. 9303, establishing a Neighborhood Revitalization Area at 800-815 Vermont Street;

 

b)       Consider authorizing the City Manager to execute a Cooperative Agreement between the City, County and School District on Neighborhood Revitalization Area administration; and

 

c)       Consider authorizing the City Manager to execute a Performance Agreement between the City and Applicant.

 

ACTION:      Adopt on second and final reading, Ordinance No. 9303, establishing a NRA at 800-815 Vermont Street; authorize the City Manager to execute a Cooperative Agreement between the City, County, and School District on NRA administration; and authorize the City Manager to execute a Performance Agreement between the City and the Applicant, if appropriate.

Affordable Housing Advisory Board

Three positions expire 12/31/17 and are all eligible for reappointment. There are eligibility requirements for this board.

 

Board of Zoning Appeals/Sign Code Board of Appeals

One vacancy for a position that expired 09/30/17.

 

Building Code Board of Appeals:

One position expires 11/30/17 and is not eligible for reappointment. This position is designated for an architect.

 

Citizen Advisory Board for Fair and Impartial Policing:

One vacancy for a position that expired 03/01/16 and one vacancy for a position that expires 03/01/19. Two additional positions expired 03/01/17 and are eligible for reappointment to additional terms.

 

Community Development Advisory Committee:

Two vacancies (one for low/mod representative, one at-large representative) for positions that expired 09/30/17. One additional vacancy for a position that expires 09/30/18 and is designated for low/mod representative.

 

Contractor Licensing Board:

Five positions expire 12/31/17 are all eligible to serve additional terms. There are eligibility requirements for this board.

 

Douglas County Community Corrections Advisory Board:

One vacancy for a position that expired 05/31/16.

One vacancy for a position that expires 11/30/17 and three vacancies for positions that expire 11/30/18.  Four additional positions expire 11/30/17, with two being eligible for reappointment to additional terms and two becoming vacant.

 

Lawrence Douglas County Advocacy Council on Aging:

Five positions expire 12/31/17. Four positions are eligible for reappointment to additional terms and one position will become vacant.

One vacancy for a position that expired 03/31/17. This position is designated for a person qualified by training and/or experience.
