Authorize the Mayor to sign the Cooperation Agreement between the City, County, and Senior Resource Center of Douglas County (SRC) and authorize the City Manager to sign the funding contact for the cost sharing of Fire Station No. 1 and lease agreement with SRC for use of space within Fire Station No. 1. |

Executive Summary: |
Fire Station No. 1 Contracts and Agreements Fire Station No. 1, which also houses the Senior Resource Center for Douglas County (SRC), is in the process of being renovated. On October 18, 2016 the City Commission approved a letter outlining the cost sharing of Fire Station No. 1. The conclusion of that letter indicated that the City would return with a formalized contract using the terms outlined in that letter. The City has prepared the contract based on the terms outlined in the approved letter.
In addition to the funding contract, the City has also updated the cooperation agreement between the City, County, and SRC. The original cooperation agreement, signed in 2012, included the old name of SRC which was Douglas County Senior Services. In addition to updating the name, the City also updated the language to include current practices. Finally, the City has updated the lease agreement between the City and SRC to account for the new space allocations and name change of SRC.
All three agreements were reviewed and approved by the Senior Resource Center’s Board of Directors on October 24, 2017. Additionally, the funding contract and cooperation agreement were reviewed and approved by the Board of County Commissioners on November 1.
Project Update All bids for the project are due November 20, 2017 and a recommendation will be brought forward shortly thereafter. The estimated construction start date is mid-December contingent upon City Commission approval. Construction completion estimates will be taken into consideration during the bid review process. |

Fiscal Impact (Amount/Source): |
The fiscal impact to the City is $6,378,154 (construction and relocation costs). This item was in the FY 2016-2017 CIP. A General Obligation Bond supplemented by Historical Tax Credits and Douglas County participation will be used to fund this project. |
