Executive Summary: |
One of the priority initiatives adopted with the Strategic Plan was the review of advisory boards and commissions with a desire to create more standardization of the various advisory boards and commissions. On August 8, 2017, the City Commission received a staff report which made certain recommendations regarding potential eliminations and consolidations of advisory boards.
One such recommendation was to eliminate the Joint Economic Development Council (JEDC) and fold its responsibilities into the Public Incentives Review Committee (PIRC), which already had much of a similar function. Also, the Commission discussed not having City Commissioners serve on advisory boards, such as the Public Incentives Review Committee, because the City Commission was responsible for taking formal action on items recommended by the Public Incentive Review Committee. The draft ordinance relating to the Public Incentives Review Committee removes the Mayor and Vice Mayor and increases the number of at-large city representatives to three, keeping the overall number of members on PIRC at eight (8). The draft ordinance relating to the JEDC simply repeals the section of the code addressing the JEDC. Since the JEDC is a joint board, similar action would need to be taken by Douglas County. County officials have noted that they would consider action after the City Commission takes action.
The City Commission adopted the ordinances on first reading at its September 19. 2017 meeting. At the meeting the City Commission request that input regarding the PIRC changes be sought from the School Board and the Douglas County Commission. Correspondence to both entities was sent. No additional input was provided by Douglas County, but the School Board sent a letter requesting consideration of retaining one City Commissioner on PIRC for reasons outlined in the letter. At this time, the ordinance being presented for second reading is the same ordinance passed at first reading. Should additional changes be desired, the City Commission should make them while adopting second reading of the ordinance.
