Approve amendment to 2017 capital improvement program (CIP) for the purchase of one (1) Scorpion Automated Side Load Refuse truck from Chastang’s Bayou City Auto Car, in the amount of $283,316.31 utilizing the HGAC Buy cooperative purchase contract.

 

Executive Summary:

 

The use of automated refuse equipment (ASL - Automated Side Load) has increased efficiencies and worker safety. As discussed in the October 10th presentation from Solid Waste, with current automated routes, the ability to cover routes becomes challenging when an ASL is in for service or repairs. When this occurs, a rear load truck crew with three staff must be formed to provide coverage. The purchase of an additional ASL unit will support efforts to automate the Solid Waste fleet and maintain operational continuity by enabling an older unit to provide backup coverage.

Fiscal Impact (Amount/Source):

 

The fiscal impact to the City is $283,316.31. As discussed at the October 10th presentation to the City Commission, the purchase was not originally planned in 2017 and approval of the recommended action results in an amendment to the 2017 CIP. Sufficient fund balance is available to fund this purchase. Efficiencies gained from automation help mitigate growth in the cost of service.
