A. RECOGNITION/PROCLAMATION/PRESENTATION:

1. Recognition of Weavers Department Store’s 150^th Anniversary.

2. Proclaim October 12, 13, and 14, 2007 to be Knights of Columbus Helping People with Intellectual Disabilities Days.

3. Proclaim Thursday, October 13, 2007 as Lights on After School!

4. Proclaiming the month of October 2007 as National Community Planning Month.

B. CONSENT AGENDA:

NOTE: All matters listed below on the Consent Agenda are considered under one motion and will be enacted by one motion. There will be no separate discussion on those items. If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately.

1. Approve City Commission meeting minutes from 09/25/07.

2. Receive minutes from various boards and commissions:

Sister Cities Advisory Board meetings of 07/11/07 and 08/08/07

Arts Commission meeting of 08/15/07

3. Approve all claims. The list of approved claims will be posted to the agenda the day after the City Commission meeting.

4. Approve licenses as recommended by the Department of Administrative Services.

5. Bid and purchase items:

a) Award bid for two (2) carbon feed pumps for the Utilities Department to Watson Marlow Pumps, Inc. for $22,000. Bid Memo

b) Award bid for the Master Street Tree Program to Sand Creek Nursery for $49,669.75. Bid Memo

c) Set bid date of October 30, 2007 for Project No. 12-CP2-407(BD), City Bid No. B07065, 25th Terrace, O’Connell Road to Franklin Road, Street, Storm Sewer, Waterline Improvements.

d) Set bid date of October 23, 2007 for Project No. 22-SW1-607(C), City Bid No. B07066, 2007 Sidewalk Gap Program, Phase 1.

e) Set bid date of October 23, 2007 for the construction of an equipment storage building at the City’s Wastewater Treatment Plant (WWTP). Staff Memo

f) Authorize the City Manager to enter into a contract amendment with RD Johnson Excavating to include lime removal and storage from the Clinton Water Plant lime lagoons, at a cost of $6.45 per ton. Staff Memo

g) Authorize staff to negotiate an engineering and construction phase services agreement with Black and Veatch Corporation to prepare contract documents and request contractor qualifications related to maintenance of the Bowersock Dam. City Commission approval of design and construction agreements will occur prior to construction. Staff Memo

6. Adopt the following ordinance(s) on second and final reading:

a) Ordinance No. 8181, an ordinance providing for the annexation (A-04-02-07) of approximately 536.88 acres, if appropriate.

b) Ordinance No. 8182, an ordinance providing for the rezoning (Z-04-04-07) of approximately 536.88 acres from A (Agriculture) and V-C (Valley Channel) to GPI (General Public and Institutional), if appropriate

c) Ordinance No. 8183, an ordinance providing for a Special Use Permit (SUP-04-04-07) for the City of Lawrence Water Reclamation Facility, located at N 1175 Road & E 1600 Road.

7. Adopt Resolution No. 6743, authorizing the issuance of water and sewer revenue bonds in the amount of $23.6 million for the elevated water storage tank at 6^th and Stoneridge Drive and the construction of a second water transmission main from the Kaw Water Treatment Plant to 19^th and Harper Streets. 8. Approve the requested annexation of approximately .952 acres for A-07-06-07 near the NE corner of the intersection of E 1700 & N 1300 Roads. Submitted by Peridian Group, Inc, for the City of Lawrence, property owner of record. (PC Item 6A; approved 9-0 on 8/29/07). 9. Approve the request to rezone a tract of land approximately .952 acres (Z-07-14-07), from A (Agricultural) to OS (Open Space). ACTION: Conduct public hearing. Approve SUP-09-09-07, a Special Use Permit, SUP-09-09-07, for Bishop Seabury Academy expansion at 4120 Clinton Pkwy and adopt on first reading, Ordinance No. 8186 an ordinance providing for a Special Use Permit for Bishop Seabury Academy, located at 4120 Clinton Parkway, if appropriate.
