Amendment of Lime Removal Contract

Please place the following item on the City Commission agenda for consideration at the next available meeting:
Project Description. Request to amend the current Lime Removal Contract to include lime removal and storage from the Clinton Water Plant lime lagoons. The current contract scope is for the removal and off-site storage of lime from the lime storage lagoon, located at the Wastewater Treatment Plant only. Material will be used as a soil substitute in construction as needed. This amendment to the current contract has been discussed with purchasing and approved.
Project Status. We have planned for the removal of lime from the wastewater lime lagoons in 2007. Amending the contract to include the Clinton Water Plant lime will allow for the removal of lime at that location under the same contract conditions in early 2008. Current contract holder is R.D. Johnson Excavating, who offered an acceptable method, and was the most economical in price.
Project Details. The lime removal includes scooping of the lime from the storage lagoon, transport of the material, transfer to a pre-determined off-site storage area, and use as a soil substitute for construction purposes. R.D. Johnson Excavating has done a good job for the City and has been very responsive to our needs and requests in previous jobs, as well as consistently offered us an excellent price for this project.
Project Funding. Lime removal has been encumbered from the 2007 operating budget under other contractual services line item for the removal of lime from the wastewater lime lagoons this year. Removal of lime from the Clinton water plant location is planned for early 2008. The 2008 Budget has $138,500 approved for this purpose; we anticipate the project not to exceed this amount. The current contract per ton cost is $6.45
Action Request. Staff is recommending that the City Commission authorize the City Manager to enter into this contract amendment to the current contract with R.D. Johnson Excavating to include the Clinton Water Plant lime location.
