6. Adopt on second and final reading, the following ordinances:

Authorize the City Manager to execute a one-year extension to the City’s commercial lease agreement for office space in the east wing lower level of One Riverfront Plaza (Suite 110), which is currently occupied by the Development Services Division of the Planning & Development Services Department. ACTION: Adopt on first reading, Ordinance No. 9324, pertaining to a Community Police Review Board, if appropriate.
Moved by Commissioner Herbert, seconded by Commissioner Amyx, to adopt on first reading, Ordinance No. 9324 with the following amendments: addition of language in section 1-2502 and section 1-2507 as requested by the Lawrence Police Officers Association; and, addition of ‘gender identity’ to the definition of bias-based policing; and, by-laws must be approved by the City Commission prior to effective date; and, the effective date of the ordinance shall be March 1, 2018. 2. Conduct a public hearing regarding the sale of alcohol by Culinaria Food and Wine at 512 E. 9th Street, Suite A. Staff Memo & Attachments
ACTION: Conduct public hearing and find that the proximity of the sale of alcohol by Culinaria Food and Wine at 512 E. 9th Street, Suite A, is not averse to the public welfare or safety; and grant a distance limitation waiver, if appropriate.

Two positions expire 09/30/17, with one position eligible for reappointment to additional terms, and one position becoming vacant.
Building Code Board of Appeals:
One position expires 11/30/17 and is not eligible for reappointment. This position is designated for an architect.
Citizen Advisory Board for Fair and Impartial Policing:
