Recommendations/Options/Action Requested:

 

Authorize the Mayor to sign a grant with the Federal Aviation Administration (FAA) for the construction of a wildlife fence at the Lawrence Municipal Airport and award the bid to Amerifence Corporation in the amount of $1,583,079.82.

 

Approve Engineering Addendum with Airport Development Group (ADG) for additional construction services in the amount of $20,000.

 

Executive Summary:

On June 27, 2017, bids were received for the construction of a wildlife fence around the Lawrence Municipal Airport. The low bid was submitted by Amerifence Corporation in the amount of $1,583,079.82. A Disadvantaged Business Enterprise (DBE) goal of 8.78% established by the FAA and was included in the bid.

 

This project is funded 90% from the FAA and 10% from the City except for certain non-participating items. The FAA grant will fund up to $1,610,005 in project costs. Non-participating items include additional access gates on the west side of the airport. These gates will be change ordered out of the project unless the business users at the airport who would benefit from the additional gates desire to pay for the cost. Since the bids included these non-participating gates, the grant is being written to include these costs. The non-participating costs are $13,260.

 

During the bidding phase, contractors expressed concerns about the construction time provided (50 calendar days). An addendum was issued to provide the contractors more time to complete the project (100 calendar days). ADG has proposed an additional $20,000 for construction services/inspection for the additional days. The City is responsible for 10% ($2,000) of this additional cost and FAA will fund the other 90% ($18,000).

 

Attached is Schedule I, which provides the cost breakdown.  The project total is $1,802,155 with the City share of $192,150 (including non-participating items or $178,890 without non-participating items (Form 5100).

 

The FAA has reviewed the costs and are now ready to issue the grant.

Fiscal Impact (Amount/Source):

The fiscal impact to the City is $178,890 for the city’s matching share of the project.  The funding will come from the Capital Reserve Fund, funded by airport reserves.  This project was funded in the 2017 Amended Budget approved by the City Commission at their August 1, 2017 meeting (CIP# PW17A1).
