Adopt on first reading, Ordinance No. 9392, establishing the speed limit of 20 mph on Forrest Avenue, between Barker Avenue and Learnard Avenue.

 

Executive Summary:

At the August 7, 2017 Transportation Commission Meeting, the board considered a request to reduce the speed limit from 30 mph to 20 mph on Forrest Avenue, between Barker Avenue and Learnard Avenue. Traffic data obtained during May 2017 found traffic speeds averaged 28 mph, which is under the existing speed limit of 30 mph. City staff recommended denial of the request due to the low traffic volumes and traffic speed conditions below the existing speed limit on Forrest Avenue. Several neighbors living on Forrest Avenue attended the meeting voicing support for the speed limit reduction and traffic calming measures on Forrest Avenue, citing that there are no sidewalks and the narrow roadway geometry as reasons for safety concerns.

 

Three (3) residents spoke in favor of the request for speed limit reduction. The Transportation Commission voted (9-1) to recommend approval of the request. Commissioner Hamby voted against the motion stating he was in favor of traffic calming to address the issue of cut through traffic. However, he did not agree with the idea of reducing the speed limit so pedestrians could walk in the street. Whether or not there are sidewalks to walk on is a separate issue for another discussion. Commissioner Hurt abstained and did not cite a reason.

The fiscal impact to the City is approximately $200. This would be funded from Traffic Division maintenance budget.
