A.        RECOGNITION/PROCLAMATION/PRESENTATION:

 

1.       Proclaim Saturday, May 7, 2011 as Human Family Reunion Day.

 

2.       Proclaim Saturday, May 7, 2011 as Sertoma Bar-B-Q Cook-Off Day.

 

3.       Proclaim the month of May, 2011 as Huntington’s Disease Awareness Month.

 

4.       Proclaim the month of May, 2011 as Lyme Disease Awareness Month.

B.        CONSENT AGENDA:

 

NOTE:  All matters listed below on the Consent Agenda are considered under one motion and will be enacted by one motion.  There will be no separate discussion on those items.  If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately.

2.       Receive minutes from various boards and commissions:

3.       Approve all claims.  The list of approved claims will be posted to the agenda the day after the City Commission meeting.

 

4.       Approve licenses as recommended by the City Clerk’s Office.

 

5.       Approve appointments as recommended by the Mayor. 

 

6.       Bid and purchase items:

 

a)       Approve purchase of storm sewer pipe from Cretex Concrete Products Midwest, Inc. in the amount of $21,207.68, for relocation of a storm sewer line.   Staff Memo & Attachments

 

b)       Award bid for one side load refuse truck for the Public Works Department to Downing Sales and Service for $169,662.   Bid Memo & Attachments

 

7.       Adopt on second and final reading, Ordinance No. 8630, designating portions of 7th Street and North Park Street as a main traffic-way.  This ordinance is necessary in order to debt finance the proposed curb and sidewalk repair project in the downtown area.

 

8.       Initiate Text Amendments to the City of Lawrence Land Development Code, Chapter 20, Articles 10 and 17, regarding synthetic turf.  Staff Memo

 

9.       Receive Accept the applicant’s request to withdraw TA-6-8-10 regarding a text amendment to Chapter 20, Section 601 of the Land Development Code – Code of the City of Lawrence, Kansas to calculate studio, 1, and 2-bedroom dwelling units as .5 dwelling units in the RM32 District.   Staff Memo

 

10.     Receive the Lawrence/Douglas County 2011 Point-In-Time Homeless Count.   Staff Memo & Attachments

 

11.     Receive the 2011 first quarter report for the Bert Nash Outreach Program.

ADDRESSING THE COMMISSION:         The public is allowed to speak to any regular agenda item or give public comment after first being recognized by the Mayor.  Individuals are asked to come to the microphone, sign in, and state their name and address.  Speakers should address all comments/questions to the Commission.

 

D.        REGULAR AGENDA ITEMS:          

 

1.       Consider approving the closure of a portion of the 900 block of New Hampshire Street on May 27-28 and the 100 block of E 10th St on May 28 for events associated with the Arts Center Street P’Arty and Art Tougeau Parade.   Staff Memo & Attachments

 

ACTION:      Approve a Temporary Use of Public Right-of-Way Permit allowing the closure of a portion of the 900 block of New Hampshire Street for the Arts Center Street P’Arty from noon, Friday, May 27 until 1:00 p.m. Saturday, May 28, 2011, if appropriate.

 

                   Approve a Temporary Use of Public Right-of-Way Permit for the Lawrence Art Guild allowing the closure of the 100 block of E 10th Street from 1:00 p.m. – 5:00 p.m. on Saturday, May 28, 2011, if appropriate. 

 

 

2.       Consider approving the closure of Massachusetts Street from North Park Street to South Park Street on Saturday, October 8, 2011, for the Rev it Up! Hot Rod Hullaballoo.   Staff Memo & Attachments Staff Memo - Added 05/03/11

 

ACTION:      Approve a temporary use of right-of-way permit for the closure of Massachusetts Street from North Park Street to South Park Street from 8:00 a.m. – 7:00 p.m. on Saturday, October 8, 2011 for the Rev it Up! Hot Rod Hullaballoo, if appropriate.

 

 

3.       Consider adopting the 2011 Action Plan and Investment Summary of the 2008-2012 Consolidated Plan and consider adopting Resolution No. 6922, authorizing the Mayor to execute agreements for the 2011 CDBG and HOME programs and other such documents as may be required to be submitted to the U.S. Department of Housing and Urban Development for such programs.  Staff Memo & Attachments Updated Staff Memo - Added 05/03/11

 

ACTION:      Adopt the 2011 Action Plan and Investment Summary of the 2008-2012 Consolidated Plan and Adopt Resolution No. 6922, authorizing the Mayor to execute the agreements for the 2011 CDBG and HOME programs, if appropriate.

 

 

4.       Consider approving a Substantial Amendment to the 2008-2012 Consolidated Plan - adjustment of proposed specific housing objectives (91.25(b)) – accomplishment goals for the period, August 1, 2008 – July 31, 2012.  Staff Memo

 

ACTION:      Approve a Substantial Amendment to the 2008-2012 Consolidated Plan for the City of Lawrence, if appropriate.

 

 

5.        Consider a motion to recess into executive session to discuss matters relating to employer-employee negotiations for approximately 45 minutes.  The justification for the executive session is to keep employer-employee negotiation matters confidential at this time. The regular meeting will resume in the City Commission meeting room at the conclusion of the executive session

 

ACTION:        Approve motion to recess into executive session to discuss matters relating to employer-employee negotiations for approximately 45 minutes, if appropriate.
