1.       Approve all claims.  The list of claims will be posted by the Finance Department on Monday prior to the meeting.  If Monday is a holiday, the claims will be posted as soon as possible the next business day.

 

2.       Approve licenses as recommended by the City Clerk’s Office.    

 

3.       Bid and purchase items:

 

a)       Approve the purchase of hardware and software to upgrade and maintain the network perimeter (DMZ) for the Police Department, from Eagle Software, Inc., for $22,188.94 and SHI for $7,686, utilizing the State of Kansas contract.   Staff Memo & Attachments

 

b)       Approve change order to emergency purchase order no. 015851 to R.D. Johnson, in the amount of $20,835.18, for a new total of $34,835.18 for emergency waterline repairs at 19th and Haskell Avenue.   Staff Memo

 

4.       Adopt on first reading, Ordinance No. 9292, repealing the City of Lawrence Code, Chapter 17, Article 3, Section 17-312, and enact in its place Chapter 17, Article 3, Section 17-312, pertaining to parking meter fee and fine schedule for Mississippi Street and Indiana Street adjacent to the HERE mixed use project.   Staff Memo & Attachments

 

5.       Adopt on second and final reading, the following ordinances:

 

a)       Ordinance No. 9285, allowing the sale, possession and consumption of alcohol on the public right-of-way on 7th Street between Michigan Street and Arkansas Street on Saturday, September 24, 2016 from 11:00 a.m. to 9:00 p.m., associated with the Louise’s West 40th Anniversary Event.

 

b)       Ordinance No. 9286, allowing the sale, possession and consumption of alcohol on the public right-of-way on the 900 block of New Hampshire Street on Friday September 30, 2016 from 9:00 a.m. to 11:59 p.m. during the Final Friday event. 

 

c)       Ordinance No. 9287, changing the threshold for formal bidding from $15,000 to $50,000.

 

d)       Ordinance No. 9288, rezoning (Z-16-00259) approximately 4.81 acres from RM12D (Multi-Dwelling Residential) District and RM12 (Multi-Dwelling Residential) District to RS7 (Single-Dwelling Residential) District, located at 6304, 6305, 6310, 6311, 6316, and 6317 Steeple Chase Court and 905, 911, 917, 923, 929, and 935 Renaissance Drive.

 

e)       Ordinance No. 9289, for Special Use Permit (SUP-16-00262) for a Manufacturing and Production, Limited use to accommodate a microbrewery, located at 706 E. 23rd Street.

 

6.       Authorize the City Manager to execute an agreement with Professional Finance Company, Inc., to provide for the collection of bad debt accounts.   Staff Memo & Attachments

Tom Markus, City Manager, informed the City Commission a letter had been received regarding the solidarity letter for the Standing Rock Sioux Tribe and requesting a City of Lawrence flag be sent to the NoDAPL Protesters; and, staff will be accommodating that request.

ADDRESSING THE COMMISSION:         The public is allowed to speak to any items or issues that are not scheduled on the agenda after first being recognized by the Mayor.  As a general practice, the Commission will not discuss/debate these items, nor will the Commission make decisions on items presented during this time, rather they will refer the items to staff for follow up.  Individuals are asked to come to the microphone, sign in, and state their name and address.  Speakers should address all comments/questions to the Commission.

Douglas County Criminal Justice Coordinating Council meets on every third Tuesday at 11:00 a.m. at the Douglas County Courthouse (2nd Floor), 1100 Massachusetts Street.

The work session provides an opportunity for the City Commission to discuss items in greater detail.  As a general practice, the Commission will not make decisions on items presented during this time; rather they will refer the items to staff for follow up, if necessary.  Public comment related to the work session topics will be allowed at the end of the discussion.

Affordable Housing Advisory Board

Three positions expire 12/31/16 and are all eligible for reappointment to additional terms.

 

Board of Zoning Appeals/Sign Code Board of Appeals

Two positions expire 09/30/16 and are both eligible for reappointment to additional terms.

 

Building Code Board of Appeals:

Four positions expire 11/30/16. Two positions are eligible for reappointment to additional terms and two positions (Architect and Contractor) will become vacant.

 

Citizen Advisory Board for Fair and Impartial Policing:

One vacancy for a position that expired 03/01/16.

 

Community Development Advisory Committee:

Two vacancies for positions that expire 09/30/17 and 09/30/18. These positions are designated for low/mod areas. Four additional positions expire 09/30/16 and are eligible for reappointment to additional terms (one position is designated for low/mod area and three positions are at large positions).

 

Contractor Licensing Board:

Two vacancies for positions that expired 12/31/15. These positions are designated for an at-large position and general contractor position. One vacancy for a position that expires 12/31/18. This position is designated for an architect/engineer.

 

Douglas County Community Corrections Advisory Board:

One vacancy for a position that expired 05/31/16.

 

Douglas County Senior Services Board:

Two positions expire 12/31/16 and are both eligible for reappointment to additional terms.

 

Electrical Code Board of Appeals:

One vacancy for a position that expires 03/31/18 and is designated for a Journeyman Electrician.  One vacancy for a position that expired 03/31/16. This position is designated for a representative from the Fire/Medical Department.

One position expires 12/31/16 and is eligible for reappointment.

 

Homeless Issues Advisory Committee:

Three positions expire 12/31/16 and are all eligible for reappointment to additional terms.

 

Hospital Board:

Two positions expire 09/30/16. One position is eligible for reappointment to an additional term and one position will become vacant.

 

Jayhawk Area Agency on Aging:

One position on the Advisory Council expires 09/30/16 and is eligible for reappointment to an additional term.

 

Lawrence Alliance:

One vacancy for a position that expires 11/30/16. Five additional positions expire 11/30/16 and are all eligible for reappointment to additional terms.

 

Lawrence Douglas County Advocacy Council on Aging:

One vacancy for a position that expires 12/31/17. Five additional positions expire 12/31/16 and are all eligible for reappointment to additional terms.

 

Lawrence Douglas County Bicycle Advisory Committee:

Three positions expire 12/31/16 and are all eligible for reappointment to additional terms.

Two vacancies for positions that expired 08/31/16.

Traffic Safety Commission:

One vacancy for a position that expires 04/30/18.
