Recommendations/Options/Action Requested:

 

Authorize the City Manager to enter into negotiations with Professional Finance Company, Inc. for the purpose of providing collections services for the City.

 

Executive Summary:

The City Commission authorized staff to solicit Request for Proposals (RFP) for various professional services, including collection services. Our current contract is with Windham Professionals, Inc. The agreement with Windham expired in December 2015 and now is a month to month contract.

 

The City received seven (7) submittals including four (4) from Kansas. There were no responses located in Lawrence. The current vendor, Windham Professionals, Inc., did not respond to the proposal request. A team consisting of Fire/Medical, Planning & Development and Finance/Utility Billing staff was assembled to review the proposals.

 

Several criteria were used in evaluating the proposals, including; fees/charges, collection success rate and agency staffing. Staff reviewed the in-state versus out-of-state proposals equally and feels that a Kansas location is not necessarily a cost or technology factor.

 

After reviewing the submittals the review team reached a consensus to recommend the proposal submitted by Professional Finance Company, Inc. (PFC) of Greeley, Colorado. PFC submitted a competitive fee and they had the highest customer service response and staffing of any other proposal.

Over the last several years the City has submitted $250,000 to $350,000 per year for collections. The success rate for our current provider for the last three years of collections has only been 9%. Professional Finance Company, Inc. has a reported collection success rate of 22%. We anticipate that the fiscal impact to the City should be positive.
