Recommendations/Options/Action Requested:

 

Receive presentation about strategic planning from staff.  Discuss and provide staff direction on next steps.

 

Executive Summary:

The City Manager and City Commission have identified the development of a strategic plan as a key priority.  A strategic plan is a document that outlines a systematic process for moving toward a vision in a manner that involves development and prioritization of strategic goals and measurable goals and objectives. 

 

Strategic planning involves a general process including the following steps:

       Identify/reaffirm shared vision, mission and core values

       Perform environmental scan

       Perform assessment of strengths, weaknesses, opportunities and threats (SWOT)

       Develop and prioritize strategic goals

       Establish measurable goals and objectives

 

Once established, the staff will regularly report on progress on the strategic plan and staff recommends that the strategic plan be revisited in November 2017 after the next City Commission election and once every two years thereafter. 

 

Staff is suggesting that a consultant be hired by the City to assist the City in the development of a strategic plan.  Further, staff recommends that the process begin immediately so that a plan can be developed ahead of the 2018 budget processing commencing in the spring of 2017.

Staff is recommending hiring a consultant to help coordinate the strategic plan development.  At this point, it is unknown what the cost would be to hire a consultant for this task.  The RFQ process should indicate a range, which would be finalized based on the agreed upon scope for the work.
