A.        STUDY SESSION:

B.        RECOGNITION/PROCLAMATION/PRESENTATION:

 

1.       Proclaim the month of July, 2013 as Parks and Recreation Month.

 

 

C.        CONSENT AGENDA:

 

NOTE:  All matters listed below on the Consent Agenda are considered under one motion and will be enacted by one motion.  There will be no separate discussion on those items.  If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately.

 

1.       Approve City Commission meeting minutes from 06/11/13 and 06/18/13.

 

2.       Receive minutes from various boards and commissions:

 

Parks & Recreation Advisory Board meeting of 06/11/13

 

3.       Approve all claims.  The list of approved claims will be posted to the agenda the day after the City Commission meeting.

 

4.       Approve licenses as recommended by the City Clerk’s Office.    

 

5.       Bid and purchase items:

 

a)       Award Bid No. B1340 to paint the indoor aquatic center pool for the Parks & Recreation Department to the low bidder, J.F. McGivern, Inc., for $48,890.   Bid Memo

 

b)       Approve purchase of software licenses off the State of Kansas Contract from SHI for the Police Department for a total of $20,024.   Staff Memo & Attachments

 

c)       Approve request for one-time general fund allocation in the amount of $25,000 to Just Food, Inc. for purchase of Refrigerated Box Truck.   Staff Memo

 

6.       Adopt Resolution No. 7029, authorizing the issuance of general obligation bonds for the purchase of equipment for the curbside recycling program.   Staff Memo & Attachments

 

7.       Approve rezoning, Z-13-00145, approximately 46 acres located south of the intersection of E 25th Street & Franklin Park Circle from PID (Planned Industrial Development) District to IG (General Industrial) District. Submitted by Bartlett & West, for Douglas County Board of Commissioners, property owner of record. Adopt on first reading, Ordinance No. 8878, to rezone (Z-13-00145) approximately 46 acres located south of the intersection of E 25th Street & Franklin Park Circle from PID (Planned Industrial Development) District to IG (General Industrial) District. 9.       Approve a Temporary Use of Public Right-of-Way Permit allowing the closure of the 100 block of E 8th Street from 1:30 p.m. – 11:00 p.m. on Thursday, October 3, 2013, for the Homecoming Pep Rally, and adopt on first reading, Ordinance No. 8885, allowing the possession and consumption of alcohol on the 100 block of E 8th Street during the event.   Staff Memo & Attachments

ACTION:      Approve Site Plan (SP-12-00278) and authorize the City Manager to enter into a license agreement, if appropriate.

 

 

2.       Consider the following items related to Kellyn Addition Langston Commons, generally located on the northwest corner of Queens Road and Overland Drive:

 

a)       Consider rezoning, Z-13-00149, approximately 21.54 acres from UR (Urban Reserve) District to RS7 (Single-Dwelling Residential), located on the northwest corner of Queens Road & Overland Drive. Four positions expire 09/30/13.  One position will become vacant and three positions are eligible for reappointment to additional terms.

 

Building Code Board of Appeals:

Four positions expire 11/30/13.  One position will become vacant and three positions will be eligible for reappointment to additional terms.  Eligibility requirements exist for this board.

 

Community Development Advisory Committee:

Two vacancies for positions that expire 09/30/13 and 09/30/15.  Three additional positions expire 09/30/13.  One of those positions will become vacant and three positions will be eligible for reappointment to additional terms.  Eligibility requirements exist for this board.

 

Contractor Licensing Board:
