Closure of 100 block of E 8th on 10/3/13 for Homecoming Pep Rally

 

 

Background

The Kansas Alumni Association has requested permission to close the 100 block of E 8th Street from 1:30 p.m. – 11:00 p.m. on Thursday, October 3, 2013, for the Homecoming Pep Rally. The Alumni Association has also requested permission for the possession and consumption of alcohol in a beer garden area during the event.

 

In past years the KU Homecoming Parade has taken place on campus, but this year the Alumni Association and Kansas Athletics would like to partner for a parade and pep rally to be held downtown. Details of the parade are still under development, but it would likely travel from South Park north on Massachusetts Street in the early evening on Saturday, October 3, and then floats would travel back to the campus area. A pep rally would be held on the 100 block of E 8th Street immediately following the parade.

 

Permits/Permissions Required

The street closure for the pep rally requires a Temporary Use of Public Right-of-Way Permit. The parade itself does not require approval of the City Commission, but instead must coordinate with the Chief of Police for traffic control, as required by the Standard Traffic Ordinance. Parade organizers have contacted the Police Department to begin planning, but few details have been worked out at this time.

 

Possession and consumption of alcohol on the right-of-way is generally prohibited, unless the City Commission adopts an ordinance exempting an area from that prohibition. The attached Ordinance No. 8885 would temporarily allow the possession and consumption of alcohol on the 100 block of E 8th Street during this event.

 

Notification

This request was received on July 2, the day before the City Commission agenda was posted; therefore adjacent properties have not yet been notified of the proposed street closure. If the City Commission approves the closure, staff will send a postcard to the affected properties notifying them of the event.

 

ACTION:      Approve a Temporary Use of Public Right-of-Way Permit allowing the closure of the 100 block of E 8th Street from 1:30 p.m. – 11:00 p.m. on Thursday, October 3, 2013, for the Homecoming Pep Rally, and adopt on first reading Ordinance No. 8885, allowing the possession and consumption of alcohol on the 100 block of E 8th Street during the event.
