A.        RECOGNITION/PROCLAMATION/PRESENTATION:

 

1.       Recognition of the Hiratsuka 20th Anniversary Delegation.

 

2.       Proclaim the week of October 9 – 15, 2011 as United Way Week.

 

3.       Proclaim the month of October as Meet the Blind Month and October 15, 2011 as White Cane Safety Day.

 

4.       Proclaim the month of October to be Community Planning Month.

7.       Adopt on second and final reading Ordinance No. 8672, prohibiting discrimination on the basis of gender identity in housing, public accommodations, and employment within the City limits of Lawrence, Kansas.   Staff Memo   Correspondence

 

8.       Approve Site Plan, SP-8-52-11, for a sidewalk hospitality area for Fuzzy’s Tacos Restaurant to be located at 1115 Massachusetts Street. Submitted by John W. 10.     Authorize the City Manager to execute appropriate agreements with the Kansas Turnpike Authority (KTA) for the use of KTA property at Lawrence exits/round-a-bouts for landscape improvements and appropriate signage.   Staff Memo & Attachments

 

11.     Authorize Staff to Negotiate an Engineering Services Agreement with Black & Veatch for Project UT1102KA Kaw WTP Raw Water Intake.   Staff Memo & Attachments

 

12.     Authorize Staff to advertise Request for Proposals R1110 and R1111 for Engineering Services for Projects UT1201 - 2012 Electrical Improvements Program and UT1202 - 2012 Mechanical Improvements Program.   Staff Memo

 

13.     Authorize the City Manager to execute a License Agreement with AFAD, Inc., d/b/a Briggs Automotive Group, allowing it to use the City Rights of Way at Four Wheel Drive and West 29th Terrace for the placement of approximately 350 feet of fiber optic cable in accordance with the terms of that License Agreement.   Staff Memo & Attachments

 

14.     Authorize the Mayor to execute a Cooperation Agreement with Social and Rehabilitation Services (SRS) for the State of Kansas and the Board of County Commissioners of Douglas County, Kansas agreeing that the City will pay $225,000 in ten payments of $22,500 to provide temporary funding assistance to SRS.  

 

15.     Approve as signs of community interest, a request from United Way of Douglas County, to install banners at various locations from October 1 – December 16.  The vinyl banners will be 5 ft x 2.5 ft and will be displayed on the outside of United Way Community Partner buildings.

Board of Zoning Appeals/Sign Code Board of Appeals:

One vacancy for a position that expires 09/30/13. 

 

Community Commission on Homelessness:

Two vacancies for terms that expire 12/31/11. 

 

Community Development Advisory Committee:

One position expires 09/30/11.  This is an at-large position.

 

Convention and Visitors Bureau Advisory Board:

Two vacancies – one position expires 07/01/14 and one position expires 07/01/15 and is designated for a hotel/motel industry representative.

 

Downtown Task Force:

Appointment of seven to eleven members available on this newly formed task force.

 

Electrical Code Board of Appeals:

One vacancy for a position that expired 03/31/11.  Eligibility requirements exist for this board.

 

Lawrence Alliance:

One vacancy for a position that expires 11/30/11.

 

Lawrence Citizen Advisory Board:
