Authorize Staff to Negotiate an Engineering Services Agreement with Black & Veatch for Project UT1102KA Kaw WTP Raw Water Intake.
Project Description
The project will provide for an evaluation of raw water intake and pumping strategies for the Kaw WTP resulting in a recommendation for an additional raw water intake facility. The project will also include an assessment of the existing facilities and recommendations for modifications, or actions, to mitigate current sand and future zebra mussel impacts. See the attached map for location reference.
Project History
In 2007 Burns & McDonnell completed a study of the Kaw Water Treatment Plant raw water supply and low service pumping facilities. The recommended capacity improvements to replace the raw water pumps at Low Service Pump Station 2 were completed in April 2008. The report provided an evaluation of raw water intake options and budgetary project costs. This information, along with information from the pending Water Master Plan, serves as the basis for the current project.
On August 9, 2011 the City Commission authorized staff to advertise a Request for Proposals for engineering services related to the project.
On September 9, 2011 proposals were received from two firms; Burns & McDonnell and Black & Veatch.
Project Status
A review committee consisting of Department of Utilities staff evaluated the two proposals. Staff consistently ranked Black & Veatch as the highest qualified respondent for the project. As indicated in the RFP the following criteria were used to rate the responses:

Project staff & their experience with similar projects
Project knowledge & approach
Schedule
The schedule; firm and proposed team member’s previous project experience related to intakes and wells; experience of sub-consultant with river flow, and sediment transport modeling; and proposed project concepts for not only new facilities but possible enhancements to the existing structures and operations presented by Black & Veatch scored their proposal higher than that of Burns & McDonnell.
Project Funding: The project is included in the Department of Utilities 2012 Rate Plan and Capital Improvement Program.
Action Request: Authorize Staff to Negotiate an Engineering Services Agreement with Black & Veatch for Project UT1102KA Kaw WTP Raw Water Intake.
