A. STATE OF CITY ADDRESS :
1. Mayor Chestnut will deliver the State of the City Address.
B. RECOGNITION/PROCLAMATION/PRESENTATION:
1. Proclaim the week of April 11 – 17 as The Week of the Young Child.
C. CONSENT AGENDA:
NOTE: All matters listed below on the Consent Agenda are considered under one motion and will be enacted by one motion. There will be no separate discussion on those items. If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately.
1. Approve City Commission meeting minutes from 03/02/10.
2. Receive minutes from various boards and commissions:
Board of Plumbers & Pipe Fitters meeting of 10/21/09
Hospital Board meeting of 03/24/10
3. Approve all claims. The list of approved claims will be posted to the agenda the day after the City Commission meeting.
4. Approve licenses as recommended by the City Clerk’s Office.
5. Approve appointments as recommended by the Mayor.
6. Bid and purchase items:
a) Set bid date of April 27, 2010 for Project No. PW1001 (City Bid No. B1026), 23rd Street, west of Haskell Avenue to east of Anderson Road, milling, overlay, pavement marking (KLINK). Staff Memo & Attachments
b) Approve Change Order No. 3 to the construction contract with RD Johnson Excavating Co. for the Airport Watermain Extension, increasing the contract amount by $18,400. Staff Memo & Attachments
7. Adopt the following ordinance(s) on first reading:
a) Ordinance No. 8499, for Special Use Permit (SUP-1-2-10) for the City of Lawrence Pump Station 09 Wet Weather Storage Expansion, a minor utility, on approximately 8.18 acres, located southeast of W 27th Street and Crossgate Drive.
b) Ordinance No. 8517, allowing possession and consumption of alcoholic liquor at the Lawrence Public Library during the Lawrence Public Library Foundation fundraiser on Sunday, April 25, 2010, between the hours of 7:00 p.m. and midnight.
8. Adopt on second and final reading, Ordinance No. 8498, for rezoning (Z-1-2-10) of approximately 8.26 acres, located southeast of W 27th St & Crossgate Drive, from PUD (Planned Unit Development) to OS (Open Space). (PC Item 2B; approved 7-0 on 3/22/10)
9. Approve Site Plan SP-3-8-10 for sidewalk dining at restaurant 715, located at 715 Massachusetts Street. Submitted by Sabatini Architects, for River City Holdings LLC, property owner of record. Staff Report Site Plan
10. Receive Downtown Lawrence, Inc., 2009 Fourth Quarter Report and 2010 First Quarter Report.
11. Authorize the City Manager to execute an agreement with Lawrence Aquahawks for the 2010 City pool usage. Staff Memo
12. Authorize the Mayor to sign a Release of Mortgage for Virginia Proctor, 3709 Sunnybrook Lane. Staff Memo
13. Approve recommended changes to the Lawrence Public Transit system, as presented at the City Commission meeting of April 6, 2010. Staff Memo & Attachments
14. Approve as “signs of community interest” a request from the Lawrence Region Antique Automobile Club of America to place temporary directional signs in various rights of way along 23rd Street and the area of the Douglas County Fairgrounds from Friday, April 30 – Saturday, May 1, 2010.

ADDRESSING THE COMMISSION: The public is allowed to speak to any regular agenda item or give public comment after first being recognized by the Mayor. Individuals are asked to come to the microphone, sign in, and state their name and address. Speakers should address all comments/questions to the Commission.

2. Conduct election of Mayor.
Mayor Chestnut will receive nominations for Mayor. Nominations for Mayor will be closed. City Commissioners will vote for the position of Mayor.
3. Conduct election of Vice-Mayor.
The newly elected Mayor will receive nominations for Vice-Mayor. Nominations for Vice-Mayor will be closed. City Commissioners will vote for the position of Vice-Mayor.

Consider approving a Special Use Permit, SUP-1-3-10, for the establishment of a Temporary Shelter for the Lawrence Community Shelter, approximately 4.15 acres, located at 3701 Franklin Park Circle. Submitted by Lawrence Community Shelter, for Franklin Business Center LLC, property owner of record. Adopt on first reading, Ordinance No. 8500, for Special Use Permit (SUP-1-3-10) for the establishment of a Temporary Shelter for the Lawrence Community Shelter, approximately 4.15 acres, located at 3701 Franklin Park Circle. (PC Item 4; approved 5-2 on 3/22/10) Because valid protest petitions have been received, a super-majority vote (at least 4 votes) is required for approval. Listed below are existing and upcoming vacancies on City of Lawrence Boards and Commissions. Box 708, Lawrence, KS 66044.
One position will expire 03/31/10 and is eligible for reappointment. One vacancy for a position that expires 03/31/11. Both positions are at-large positions.
Board of Plumbers and Pipefitters:
Two positions expire 04/30/10; one is eligible for reappointment and the other has served two consecutive terms and is not eligible for reappointment.
Community Development Advisory Committee:
Two vacancies for at-large positions that expire 09/30/10 and 09/30/11.
Historic Resources Commission:
One vacancy for a position that expired 03/01/10. This position is designated for a historian.
One vacancy that expired 09/30/09.
Lawrence Cultural Arts Commission:
One vacancy for a position that expires 01/31/11.
Lawrence Douglas County Advocacy Council on Aging:
Four positions are currently vacant.
One position will expire 04/30/10 and is eligible for reappointment.
Public Transit Advisory Committee:
One vacancy for a position that expired 12/31/09 and one vacancy for a position that expires 12/31/10.
Retail Task Force:
One position available.
One position expires 04/30/10 and is eligible for reappointment.
One vacancy for a position that expires 12/31/11.
Social Services Advisory Board:
Seven positions available with the composition of the board as follows: one member who is a United Way liaison, six members who are citizens of Lawrence at large with interest in services including, but not limited to, affordable housing and neighborhood quality, homelessness, arts and culture, alcohol and drug related issues, public health and safety, or you and families. Members shall not be employed by any agency receiving social service funding from the City.
