Background
The “KLINK” resurfacing program of the Kansas Department of Transportation is intended to assist the local governments with the maintenance and upkeep of the City Connecting Links of the State Highway System (K-10, Hwy-59 and Hwy-40).
KDOT contributes 50% of the cost of construction and construction inspection services, up to a maximum amount of $200,000.00. The city is responsible for the remaining cost of construction and construction inspection services. The city is also responsible for 100% of the cost of engineering design services; typically, city staff provides the engineering design services and prepares the construction plans and specifications. Construction inspection is also provided by city staff.

- In 2008, mill and overlay of Iowa street (23rd Street to 31st Street) was also partially funded through the KLINK program. Project Details / Funding
The project would consist of mill and overlay, concrete joint repair, curb and gutter removal and replacement and a video detection system at 23rd & Haskell. The project location is E. 23rd Street, from west of Haskell Avenue to the east city limits.
Engineering Plans have been approved by KDOT and are now ready for Bid Letting. Construction will begin in late May/early June 2010 with expected completion date by end of June, 2010.
Funding will include the maximum $200,000 reimbursement from KDOT and the city’s share will be paid for with General Obligation Bonds from Resolution No. 6824 in the amount of $654,000.
Action Requested
Authorize staff to set the Bid Opening Date on April 27, 2010 for the 2010 KLINK project, 23rd Street, west of Haskell Avenue to east of Anderson Road.
