1.       Approve City Commission meeting minutes from 03/23/10 and 03/30/10.

 

2.       Receive minutes from various boards and commissions:

Parks and Recreation Advisory Committee meeting of 04/13/10

 

3.       Approve all claims.  The list of approved claims will be posted to the agenda the day after the City Commission meeting.

 

4.       Approve licenses as recommended by the City Clerk’s Office.    

 

5.       Approve appointments as recommended by the Mayor.

a)       Approve 2010 Chemical Root Control Contract renewal with Dukes Root Control, Inc., for $98,313.87.   Bid Memo

7.       Adopt on first reading, Ordinance No. 8524, allowing the possession and consumption of alcoholic beverages on public property on June 26, 2010 for a wedding ceremony at South Park Gazebo.   Staff Memo & Attachments

 

8.       Approve Special Event Permit, SE-4-13-10, for a Fraternal Order of Eagles #309 “Fire in The Hole” BBQ Cook-Off, located at 1803 W 6th Street from June 18 through June 19, 2010.    Staff Report

 

9.       Approve rezoning, Z-3-3-10, of approximately 22.63 acres, from PUD (Planned Unit Development) to OS (Open Space), located southeast of W 27th St. & Crossgate Dr. Initiated by Planning Commission on 3/22/10. 10.     Approve the following items related to the St John Mexican Fiesta event:

 

a)       Approve temporary use of right-of-way permit for the closure of the 1200 block of Vermont Street from 6:00 a.m. to midnight on June 25 and June 26, 2010 for the St John Mexican Fiesta.   Application

 

b)       Adopt on first reading, Ordinance No. 8525, allowing the sale, possession, and consumption of alcoholic liquor during designated times on June 25th and June 26th, 2010 on public property in South Park and the 1200 block of Vermont Street for the St John Mexican Fiesta.  

 

11.     Approve the following as signs of community interest:

 

a)       Request for directional banners for the Lawrence Area Building Awareness Expo to be placed at 23rd and Harper and the Douglas County Fairgrounds. Banners would be put up Friday, June 25, 2010 and taken down Sunday, June 27, 2010, at the conclusion of the event. Approval is subject to adjacent property owner permission.  

 

b)       Request from Downtown Lawrence, Inc., for a banner for the Downtown Lawrence Film Festival to be placed on the north facing wall of the New Hampshire Street Parking Garage from May 15 – July 15, 2010.

 

12.      Declare an emergency and adopt on first and second reading, Ordinance No. 8526, authorizing the possession and consumption of alcoholic beverages on the west side of South Park on May 15, 2010 from 1:00 – 4:00 p.m.   Staff Memo & Attachments

4.       Consider adopting the 2010 Action Plan and Investment Summary of the 2008-2012 Consolidated Plan and consider adopting Resolution No. 6888, authorizing the Mayor to execute agreements for the 2010 CDBG and HOME programs and other such documents as may be required to be submitted to the U.S. Department of Housing and Urban Development for such programs.  Staff Memo & Attachments

I.         CURRENT VACANCIES – BOARDS/COMMISSIONS:

Electrical Code Board of Appeals:

One vacancy for a position that expires 03/31/11.   This is an at-large position.

 

Community Development Advisory Committee:

Two vacancies for at-large positions that expire 09/30/10 and 09/30/11.

 

Jayhawk Area Agency on Aging:

One vacancy that expired 09/30/09.

 

Lawrence Cultural Arts Commission:

One vacancy for a position that expires 01/31/11.

 

Lawrence Douglas County Advocacy Council on Aging:

Three positions are currently vacant.

 

Lawrence Douglas County Metropolitan Planning Commission:

Two positions expire 05/31/10.  Both are eligible for reappointment to additional terms.

 

Public Transit Advisory Committee:

One vacancy for a position that expired 12/31/09 and one vacancy for a position that expires 12/31/10.

 

Sales Tax Audit Committee:

One position expired 04/30/10.  This position is eligible for reappointment.

 

Social Services Advisory Board:

Seven positions available with the composition of the board as follows:  one member who is a United Way liaison, six members who are citizens of Lawrence at large with interest in services including, but not limited to, affordable housing and neighborhood quality, homelessness, arts and culture, alcohol and drug related issues, public health and safety, or you and families.  Members shall not be employed by any agency receiving social service funding from the City.

 

Sustainability Advisory Board:

One vacancy for a position that expires 12/31/13.

 

Traffic Safety Commission:

Two positions expired 04/30/10.  One vacancy for a position that expires 04/30/11.
