RE:	Alcohol Beverages at South Park (west side)

Staff received a request to allow alcoholic beverages on the west side of South Park for graduation party.  Specific information about the request is included below.

Brittany Bare-Graduation Party at South Park (west side)

We received a request from Brittany Bare for her graduation party, to allow the possession and consumption of alcoholic beverages on May 15, 2010 from 1:00 p.m. to 4:00 p.m.  Ms. Bare has reserved South Park (west side) with the Parks & Recreation Department.  The possession and consumption of alcoholic beverages at South Park is prohibited by City Code. However, City Code section 4-105(E) allows the City to exempt, by ordinance, specified City property from the prohibition of alcoholic beverages on public property. Ordinance No. 8526 authorizes the possession and consumption of alcoholic beverages on May 15, 2010 in South Park from 1:00 p.m. to 4:00 p.m., provided such possession and consumption is otherwise pursuant to the Code of the City of Lawrence, Kansas and the laws of the State of Kansas and the rules and regulations of the Parks and Recreation Department.

ACTION:      Declare an emergency and adopt on first and second reading Ordinance No. 8526, authorizing the possession and consumption of alcoholic beverages on the west side of South Park on May 15, 2010 from 1:00 p.m. to 4:00 p.m.
