A.        EXECUTIVE SESSION:

 

1.       The City Commission will recess into an executive session to discuss employer/employee negotiations.

 

After a short break, the City Commission Meeting

will resume at approximately 6:35 p.m.

 

 

 

B.        RECOGNITION/PROCLAMATION/PRESENTATION:

 

1.       Proclamation reaffirming the City of Lawrence’s commitment to ADA compliance.

 

 

C.        CONSENT AGENDA:

 

NOTE:  All matters listed below on the Consent Agenda are considered under one motion and will be enacted by one motion.  There will be no separate discussion on those items.  If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately.

 

1.       Receive minutes from various boards and commissions:

 

Public Health Board meetings of 03/15/10 and 03/22/10

Lawrence Cultural Arts Commission meeting of 04/14/10

Sustainability Advisory Board meeting of 04/14/10

 

2.       Approve all claims.  The list of approved claims will be posted to the agenda the day after the City Commission meeting.

 

3.       Approve licenses as recommended by the City Clerk’s Office.

 

4.       Approve appointments as recommended by the Mayor. 

 

5.       Bid and purchase items:

 

a)       Set bid opening date of June 15, 2010 for Bid No. B1036 – Wastewater Pump Station 04 Discharge Piping Replacement.   Staff Memo

 

b)       Award the bid for Bid Number B1024, Project UT0705CS Wet Weather Storage Expansion for Pump Station PS09 (Four Seasons), to the low bidder, Wildcat Construction Company Inc., in the amount of $1,444,400 and authorize the City Manager to execute the contract.   Bid Memo & Attachments

 

c)       Approve change order for the Carnegie renovation project (9th and Vermont) to AB Bradley in the amount of $23,821.69.   Change Order

 

6.       Approve a Special Event, SE-5-19-10, for a downtown film festival located in the 900 Block of New Hampshire Street, more specifically the southwest corner of E 9th Street and New Hampshire Street. Submitted by Jane Pennington of Downtown Lawrence, Inc.  Staff Report   Season Schedule

 

7.       Authorize Mayor to execute Memorandum of Understanding providing for the receipt of $50,000 donation from the University of Kansas Housing Department for the acquisition of the new ladder apparatus for the Fire/Medical Department. Memorandum of Understanding

 

8.       Approve a request by Bartlett and West, on behalf of the property owner of the property located at 1804 W. 6th Street, Johnson & Ellis Investments, for a variance from 19-214B of the City of Lawrence Code which states that a private sanitary sewer service line shall not be located in a City public right-of-way for greater than 15 feet.   Staff Memo & Attachments

 

9.       Authorize the Mayor to sign a Release of Mortgage for Julie Faust, 537 Eldridge.    Staff Memo

 

10.     Approve as signs of community interest, a request from First Southern Baptist Church to place promotional signs advertising Vacation Bible School in the right-of-way at 4300 W. 6th Street, from Wednesday, June 9 through Thursday, June 24.   Request

 

11.     Receive year end 990 Form for Lawrence Freenet.   2009 Form 990

 

 

 

D.        CITY MANAGER’S REPORT:          CM Report & Attachments (Updated 05/25/10)

 

 

ADDRESSING THE COMMISSION:         The public is allowed to speak to any regular agenda item or give public comment after first being recognized by the Mayor.  Individuals are asked to come to the microphone, sign in, and state their name and address.  Speakers should address all comments/questions to the Commission.

 

E.         REGULAR AGENDA ITEMS:          

 

1.       Consider approving revisions to the 2010 Comprehensive Street Maintenance Program, and an increase of $511,000 to the program budget.   Staff Memo & Attachments

 

ACTION:      Direct staff as appropriate.

 

 

2.       Consider adopting Resolution No. 6889, ordering the improvement and authorizing the issuance of General Obligations Bonds, in the amount of $1,250,000, for the Iowa Street reconstruction project, from Yale Road to 15th Street / Bob Billings Parkway,  as discussed and approved by  the City Commission on April 27, 2010.     Staff Memo & Attachments (Updated 05/24/10)

 

ACTION:      Adopt Resolution No. 6889, ordering the improvement and authorizing the issuance of General Obligation Bonds, in the amount of $1,250,000, for the Iowa Street reconstruction project, from Yale to 15th/Bob Billings Parkway, if appropriate.

 

 

3.       Consider approving the purchase of six light-duty 25’ buses from Kansas Truck Equipment, Co., for a total of $480,000.  The buses will be purchased off the existing Kansas Department of Transportation state bid vehicle contract and $398,400 is funded from existing Federal Transit Administration Grants and $81,600 will be funded from the State of Kansas Transportation Program.  There is no cost to the City.   Staff Memo

 

ACTION:      Approve the purchase of six light-duty 25’ buses from Kansas Truck Equipment Co., for a total of $480,000, if appropriate.

 

 

4.       Consider adopting on first reading, Ordinance No. 8515, amending City Code provisions establishing procedures for allowing alcohol on City property.   Staff Memo & Attachments

Electrical Code Board of Appeals:

One vacancy that expired 03/31/10 and one vacancy for a position that expires 03/31/11.   Both positions are at-large positions.

 

Community Development Advisory Committee:

Two vacancies for at-large positions that expire 09/30/10 and 09/30/11.

 

Jayhawk Area Agency on Aging:

One vacancy that expired 09/30/09.

 

Lawrence Cultural Arts Commission:

One vacancy for a position that expires 01/31/11.

 

Lawrence Douglas County Advocacy Council on Aging:

Three positions are currently vacant.

 

Lawrence Douglas County Metropolitan Planning Commission:

One position expires 05/31/10 and is eligible for reappointment to an additional term.

 

Public Transit Advisory Committee:

One vacancy for a position that expired 12/31/09 and one vacancy for a position that expires 12/31/10.

 

Sales Tax Audit Committee:

One position expired 04/30/10.  This position is eligible for reappointment.

 

Social Services Advisory Board:

Seven positions available with the composition of the board as follows:  one member who is a United Way liaison, six members who are citizens of Lawrence at large with interest in services including, but not limited to, affordable housing and neighborhood quality, homelessness, arts and culture, alcohol and drug related issues, public health and safety, or you and families.  Members shall not be employed by any agency receiving social service funding from the City.

 

Sustainability Advisory Board:

One vacancy for a position that expires 12/31/13.

 

Traffic Safety Commission:

Two positions expired 04/30/10.  One vacancy for a position that expires 04/30/11.
