RE: Proposed Revision & Update - 2010 Comprehensive Street Maintenance Program
Please include the following item on the City Commission consent agenda for consideration at the May 25, 2010 meeting:
Program Description & History. The city’s annual pavement maintenance program was reviewed and approved by City Commission on December 1, 2009. Of the various program projects, the 2010 Crack Seal Program and 2010 Microsurfacing Program were awarded on February 9, 2010, the 2010 Overlay Program Phase 1 was awarded on March 23, 2010, and all of which are currently active projects. The KLINK Overlay of E 23rd St from Haskell Ave to east City Limits was awarded on May 4, 2010 with an anticipated project start date in the coming weeks. The 2010 Overlay Program Phase 2 and an Area Concrete Rehabilitation Project (portions to be completed by City Street Maintenance Staff) are also planned for this construction season as presented at the December 1, 2009 City Commission Meeting.
Program Revisions.
The program also included the proposed 2010 Sales Tax Project on Kasold Drive from W 5th Terrace to Peterson Road. However, on March 9, 2010, City Commission approved the redistribution of $850,000 previously approved for Kasold Drive to address pavement failures on City streets as a result of the 2009/2010 severe winter impacts. $400,000 was reallocated to address the following streets which have been completed:

The remainder of the funding will be applied to the following streets:
ú Bob Billings Pkwy at Inverness Dr & from Wagon Wheel Rd to Crossgate Dr (mill/overlay patching) |
ú N 3rd St at Lyon St and at Perry St Intersections (mill/overlay patching) |
ú N 2nd St from RR Underpass to Lincoln St (mill/overlay) |
ú W 6th St from Tennessee St to Maine St (mill/overlay patching) |
ú Yale St from Crestline Dr to East of Centennial Dr (mill/overlay) |
ú Inverness Dr from Bob Billings Pkwy to Clinton Pkwy (concrete rehabilitation) |
ú E 15th St from Haskell Ave to Prospect Dr (concrete rehabilitation) |
ú Barker Ave from E 15th St to E 18th St (concrete rehabilitation) |
In addition, a maintenance program increase of $511,000 is requested to address other pavement issues that have not been reflected in the original program. $500,000 will come from the capital reserve fund which currently has an unencumbered balance of $2,000,000. $11,000 will come from the parking fund. This additional funding will be utilized to cover expected shortfalls from what was budgeted in the 2010 maintenance program from motor fuels tax and sales tax funding sources. The following are additional locations proposed to be added to this year’s program. Deferred maintenance on these streets is not recommended based on accelerated deterioration from the past winter:

Staff will review all locations with the Bicycle Advisory Committee (BAC) to determine if bicycle facilities are needed prior to requesting bids for this additional work.
Program Funding. The pavement maintenance program is funded from several sources including the general fund, gas tax funds, sales tax and sales tax reserve, and capital improvement reserve accounts.
Action Request. Approve revisions to the 2010 Comprehensive Street Maintenance Program, and an increase of $511,000 to the program budget from the identified funds.
