A. RECOGNITION/PROCLAMATION/PRESENTATION:

B. CONSENT AGENDA:
NOTE: All matters listed below on the Consent Agenda are considered under one motion and will be enacted by one motion. There will be no separate discussion on those items. If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately.
1. Approve City Commission meeting minutes from 02/13/07.
2. Receive minutes from various boards and commissions:
Human Relations Commission meeting of 11/29/06
Bicycle Advisory Committee meetings of 10/17/06 and 01/16/07
3. Approve all claims. The list of approved claims will be posted to the agenda the day after the City Commission meeting.
4. Approve licenses as recommended by the Department of Administrative Services.
5. Bid and purchase items:
a) Approve purchase of one (1) ¾ ton cab and chassis for the Public Works Department from Shawnee Mission Ford for $24,849. Bid Memo
b) Approve purchase of two (2) one ton trucks with snow plows and spreaders for the Public Works Department from Shawnee Mission Ford for $94,196. Bid Memo
c) Approve purchase of one (1) medium duty truck, cab and chassis for the Public Works Department from Custom Truck and Equipment for $51,800 and wheel base modification in the amount of $800, total purchase $52,600. Bid Memo
d) Approve bid for the Sesquicentennial Point project (concrete plaza area, steps, sidewalk, and engraved timeline) from B.A. Green, base bid $262,869 and alternate $86,657 total bid $296,862. Bid Memo
e) Approve bid for the 2007 Crack Seal Program and street improvements, to Missouri Pavement Maintenance for $239,500. Staff Memo & Attachments
f) Approve the request from the Lawrence Police Department to proceed with the 2007 police patrol vehicle bid process utilizing the specifications for the Ford Crown Victoria Police package. Staff Memo
g) Approve an additional $23,370 to Shawnee Mission Tree Service for the purchase and installation of 123 additional street trees. Staff Memo
h) Authorize the City Manager to execute a purchase agreement for the Wakarusa Water Reclamation Facility for 90 acres, generally located at the southeast corner of E 1600 Road and N 1175 Road from Idessa Riley in the amount of $280,000. Staff Memo & Attachments
6. Adopt the following ordinance(s) on first reading:
a) Ordinance No. 8080, amending the franchise fee Kaw Valley Electric Cooperative pays to construct, maintain, extend, and operate its facilities for the purpose of supplying electric services to the City of Lawrence. Staff Memo & Attachments
b) Ordinance No. 8081, adjusting the franchise fee by Southwestern Bell Telephone, L.P., d/b/a AT&T Kansas as a single adjustment to the fee rather than a phased adjustment. Staff Memo & Attachments
c) Ordinance No. 8083, authorizing a Special Use Permit (SUP-07-01-06) for a 150’ T-Mobile monopole cellular tower and equipment shelter. The property is located at 2206 E 23rd Street. Submitted by Selective Site Consultants for T-Mobile Central LLC dba T-Mobile. Knights of Columbus Council 1372 are the property owner of record. (PC Item No. 5; approved 10-0 on 9/27/06).
d) Ordinance No. 8084, authorizing a Special Use Permit (SUP-07-02-06) for a 150’ T-Mobile monopole cellular tower and equipment shelter. The property is located at 3420 Bob Billings Parkway. Submitted by Selective Site Consultants for T-Mobile Central LLC dba T-Mobile. Lawrence Hidden Valley Committee, Inc. is the property owner of record. (PC Item No. 13; approved 9-0-1 on 8/23/06).
7. Adopt the following ordinance(s) on second and final reading:
a) Ordinance No. 8078, establishing no parking along the east side of Sunset Drive between 9th Street and Broadview Drive.
b) Ordinance No. 8079, rescinding disabled parking in front of 714 Alabama Street.
8. Adopt Resolution No. 6706, authorizing the Mayor to sign the City/State Agreement for construction of safety improvements on 19th Street from Ohio Street to Alabama Street. Staff Memo & Attachments
9. Approve request to establish an additional review fee of $10,000 for special use permits for new communication towers to be made payable to the City of Lawrence at the time of application. Staff Memo
C. CITY MANAGER’S REPORT: CM Report
ADDRESSING THE COMMISSON: The public is allowed to speak to any regular agenda item or give public comment after first being recognized by the Mayor. Individuals are asked to come to the microphone, sign in, and state their name and address. Speakers should address all comments/questions to the Commission.
D. REGULAR AGENDA ITEMS:
1. Conduct public hearing on Oregon Trail stormwater and park benefit district. Staff Memo & Attachments
ACTION: Conduct public hearing. Adopt Resolution No. 6707, ordering the construction of public improvements of Oregon Trail Park, if appropriate.
2. Consider authorizing staff to submit a Heritage Trust Fund grant application to the Kansas State Historical Society for the stabilization and rehabilitation of the Breezedale Monuments located at 23rd and Massachusetts Streets. Letter of Support
ACTION: Authorize staff to submit a Heritage Trust Fund grant application for the stabilization and rehabilitation of the Breezedale Monuments located at 23rd and Massachusetts Streets, if appropriate.

H. CURRENT VACANCIES – BOARDS/COMMISSIONS:
Listed below are existing and upcoming vacancies on City of Lawrence Boards and Commissions. If interested in serving on a board, citizens should visit the website at http://www.lawrenceks.org/boards.shtml to volunteer online, or send a letter of interest to the Mayor, P.O. Box 708, Lawrence, KS 66044.
Two (2) positions, held by Brickell and Kaufman, will expire 03/31/07. Both are eligible for reappointment to additional terms.
One (1) vacancy for the un-expired position held by Marilyn Bread, which expires 03/01/07.
Vacancies exist for the following: One (1) residential contractor, one (1) building contractor, one (1) at-large member, one (1) building official, one (1) mechanical board rep., one (1) plumbing board rep., and one (1) electrical board rep.
Convention and Visitors Bureau Advisory Board:
One (1) vacancy for the position held by Ron Desch, which expired 07/01/06. This position is required to be held by someone in the hotel industry.
One (1) vacancy for the un-expired position held by Loralee Stevens (Target Neighborhood) that expires 12/31/07.
Historic Resources Commission:
One (1) vacancy for an un-expired position that expires 03/01/09. Two (2) positions, held by Alstrom and Marvin, will expire 03/01/07. Both are eligible for reappointment to additional terms.
Lawrence-Douglas County Advocacy Council for Aging:
One (1) vacancy for the un-expired position held by Frank Day that will expire 12/31/08. One (1) vacancy for the un-expired position held by Bob Lewis that will expire 12/31/07.
One (1) vacancy for the position that expired 11/30/06.
Lawrence-Douglas County Public Health Board:
One (1) position, held by Liebl, will expire 03/31/07. Dr. Liebl has served two consecutive terms and is not eligible for reappointment to an additional term.
Neighborhood Resources Advisory Committee:
One (1) vacancy for the position held by Janet Gerstner that expired 09/30/06.
