A.        RECOGNITION/PROCLAMATION/PRESENTATION:

 

1.       Presentation of the Foundation Award to Kinedyne.

 

2.       Recognition of The Lawrence Association of Neighborhoods 20th Anniversary on January 29, 2007.

 

 

B.        CONSENT AGENDA:

 

NOTE:  All matters listed below on the Consent Agenda are considered under one motion and will be enacted by one motion.  There will be no separate discussion on those items.  If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately.

 

1.       Approve City Commission meeting minutes from 01/09/07.

 

2.       Receive minutes from various boards and commissions:

 

Parks & Recreation Advisory Board meeting of 12/12/06

 

3.       Approve all claims.  The list of approved claims will be posted to the agenda the day after the City Commission meeting.

 

4.       Approve licenses as recommended by the Department of Administrative Services.    

 

5.       Approve appointments as recommended by the Mayor.

6.       Bid and purchase items:

 

a)       Set bid date of February 20, 2007 for Project No. 02-SR2-107(C), 2007 (City Bid No. B07007) Crack Seal Program.   Staff Memo

 

b)       Authorize the City Manager to amend the Engineering Services Agreement with Walter P. Moore Engineers to design repairs at the Kaw Water Treatment Plant, extending the contract delivery date until January 2009 to support a two-year construction schedule and to increase the amount of the original contract by $98,170.   Staff Memo

 

7.       Adopt on first reading, Ordinance No. 8057, for special use permit SUP-10-04-06, authorizing a special use permit for certain property located at 917 Delaware Street, Lawrence, KS.

 

8.       Adopt the following ordinance(s) on second and final reading:

 

a)       Ordinance No. 8046, amending the public offense of illegal camping to include camping on public property within the CD zoning district.   Staff Memo

 

b)       Ordinance No. 8060, establishing the office of the City Auditor, including responsibilities and duties of the office.

 

c)       Ordinance No. 8072, establishing 30-MINUTE PARKING on the north side of 9th Street adjacent to 616 and 620 W. 9th and 846 Indiana. 

 

9.       Authorize the Historic Resources Commission review, on behalf of the City as property owner, of the proposed use of a portion of the City parking lot in the 800 block of Vermont Street for the redevelopment of the building at 123 West 8th Street.   Request   Map

 

10.     Approve request from Bob Sanner, Lawrence Visitor’s Center, for the 2007 USA Cycling Collegiate Road Criterium.   Letter of Request & Attachments

 

 

 

 

C.        CITY MANAGER’S REPORT:          CM Report

 

 

ADDRESSING THE COMMISSON:           The public is allowed to speak to any regular agenda item or give public comment after first being recognized by the Mayor.  Individuals are asked to come to the microphone, sign in, and state their name and address.  Speakers should address all comments/questions to the Commission.

ACTION:      Direct staff, as appropriate.  

 

 

 

2.       Conduct public hearing on the proposed Neighborhood Revitalization Area plan for the 800 block of Pennsylvania.    Staff Memo & Attachments

 

ACTION:      Conduct public hearing.  Adopt Resolution No. 6699, establishing February 6, 2007 as date for public hearing regarding the Neighborhood Revitalization Plan.

 

 

3.       Receive staff implementation plan for Matrix Consulting Group study of development process.   Staff Memo & Attachments

 

ACTION:      Direct staff as appropriate.

 

 

4.       Receive staff report and recommendation to change the 457 Deferred Compensation Plan services provider from ICMA-RC to Diversified Investment Advisors.   Staff Memo & Attachments

 

ACTION:      Receive report and direct staff to:

·         Prepare appropriate authorizing resolutions;

·         Provide notice of termination to ICMA-RC;

·         Commence contract negotiations with Diversified Investment Advisors; and

·         Initiate conversion activities with respect to a transfer of plan assets to occur on or about May 1, 2007, if appropriate.

I.         CURRENT VACANCIES – BOARDS/COMMISSIONS:

Board of Electrical Appeals:

Two (2) positions, held by Brickell and Kaufman, will expire 03/31/07.  Both are eligible for reappointment to additional terms.

 

Citizen Advisory Board:

One (1) vacancy for the un-expired position held by Marilyn Bread, which expires 03/01/07.  One (1) position, held by Bush, expires 03/01/07.  Ms. Bush is eligible for reappointment to an additional term.

 

Contractor Licensing Board:

Vacancies exist for the following:  One (1) residential contractor, one (1) building contractor, and one (1) at-large member.

 

Convention and Visitors Bureau Advisory Board:

One (1) vacancy for the position held by Ron Desch, which expired 07/01/06.  This position is required to be held by someone in the hotel industry.

 

Grant Review Board:

One (1) vacancy for the un-expired position held by Loralee Stevens (Target Neighborhood) that expires 12/31/07. 

 

Historic Resources Commission:

One (1) vacancy for an un-expired position that expires 03/01/09.  Two (2) positions, held by Alstrom and Marvin, will expire 03/01/07.  Both are eligible for reappointment to additional terms.

 

Human Relations Commission:

One (1) vacancy for the position that expired 09/30/06. 

 

Lawrence-Douglas County Advocacy Council for Aging:

One (1) vacancy for the un-expired position held by Frank Day that will expire 12/31/08.

 

Lawrence Alliance:

One (1) vacancy for the position that expired 11/30/06. 

 

Lawrence Arts Commission:

One (1) position, held by Kellas, will expire 01/31/07.

 

Lawrence-Douglas County Public Health Board:

One (1) position, held by Liebl, will expire 03/31/07.  Dr. Liebl has served two consecutive terms and is not eligible for reappointment to an additional term.

 

Mechanical Code Board of Appeals:

One (1) vacancy for the un-expired position, held by Frank Estrada, which expires 03/31/08.  One (1) position, held by Wyatt, will expire 03/31/07.  Mr. Wyatt is eligible for reappointment to an additional term.

 

Neighborhood Resources Advisory Committee:

One (1) vacancy for the position held by Janet Gerstner that expired 09/30/06. 

 

Public Transit Advisory Committee:

One (1) position, held by Marc Epard, expires 12/31/06.  Mr. Epard is eligible for reappointment to additional terms.  One (1) position, held by Danny Kaiser, expires 12/31/06.  Mr. Kaiser is not eligible for reappointment to additional terms.

 

Uniform Building Code Board of Appeals:

One (1) vacancy for the position held by Mike Porter that expires 11/30/06.  Mr. Porter is eligible for reappointment to an additional term.
