Amend the Engineering Services Agreement with Walter P. Moore Engineers to design repairs to buildings at the Kaw Water Treatment plant.
Project Description/History: The Kaw Water Treatment Plant is located at 720 W. 3rd Street. The buildings at the Kaw Water Treatment Plant were constructed between 1916 and 1954. The west wall of the Filter Building is bowed with cracks appearing on the interior and exterior surfaces. The west wall of the Ammonia Building exhibits spalling brick and has lost a portion of its protective coating. The Intake Pump Building has lost an appreciable amount of mortar near its roof line.
The City retained Walter P. Moore Engineers to assess the condition of the buildings at the Kaw Water Treatment Plant. The resulting study determined that water had entered at several window frames and had corroded the window lintels and brick ties. Corrective actions for water damage, façade loss, and roof seal were proposed. Based on staff’s review of the study, we recommend that Walter P. Moore design the necessary repairs to the buildings.
Project Status/ Details:
February/March 2006: The Utilities Department requested proposals, received responses from five firms, and selected Walter P. Moore Engineers to determine the causes of building deterioration at the Kaw Water Treatment Plant.
April 2006: Utilities staff negotiated a scope of services with Walter P. Moore for the project and contracted for a study which assessed and prioritized repairs to the Kaw Water Treatment Plant buildings. This original contract was approved by the City Commission on 04/25/06 for $16,000.
June 2006: Walter P. Moore completed the study, prioritized repairs and proposed completing the rehabilitation over a two-year period. The total cost of the project is estimated at approximately $500,000.00.
The Utilities Department does intend to accomplish the repairs over a two to three year period. We anticipate that design for all repairs will be complete by April 2007 and that the first phase of repairs will be in place by the end of the year. We will amend the contract, if necessary, in 2008 to address inspection services for the second year’s repairs.
Project Funding: Funding is through the Utilities non-bonded Capital Improvement Program funds.
Action Request: The Utilities Department seeks approval from the City Commission to amend the Engineering Services Agreement with Walter P. Moore Engineers. We recommend extending the contract delivery date until January 2009 to support a two-year construction schedule and to increase the amount of the original contract by $98,170.00 for a new total of $114,170.00.
