The work session provides an opportunity for the City Commission to discuss items in greater detail. As a general practice, the Commission will not make decisions on items presented during this time; rather they will refer the items to staff for follow up, if necessary. Public comment related to the work session topics will be allowed at the end of the discussion on each item.

1. Approve City Commission meeting minutes from 05/02/17.
2. Receive minutes from various boards and commissions:
Board of Zoning Appeals meetings of 02/02/17 and 03/02/17
Community Development Advisory Committee meeting of 04/13/17
Historic Resources Commission meeting of 12/15/16 and 01/19/17
Sign Code Board of Appeals meeting of 10/10/16
3. Approve all claims. The list of claims will be posted by the Finance Department on Monday prior to the meeting. If Monday is a holiday, the claims will be posted as soon as possible the next business day.
4. Approve licenses as recommended by the City Clerk’s Office.
a) Award Bid No. B1731, Project No. PW1535 - 19th Street Reconstruction – Phase A, to Miles Excavating, Inc., in the total amount of $2,588,847.58. Bid Memo & Attachments
b) Award Bid No. B1732, Project No. PW1705 – 2017 Milling, Patch, Overlay, and Concrete Maintenance Program, to Sunflower Paving Inc., in the amount of $2,283,793. Bid Memo & Attachments
c) Award the temporary housing construction base bid for the Fire Station 1 project, to B.A. Green Construction, in the amount of $148,560. Staff Memo & Attachments
6. Adopt on second and final reading, the following ordinances:
a) Ordinance No. 9349, allowing the sale, possession and consumption of alcohol on the public right-of-way on Friday, June 23, 2017, from 11:00 a.m. – 11:00 p.m. in the 100 Block of East 9th Street, for “The Big Pig” event.
b) Ordinance No. 9353, designating certain streets within the City of Lawrence as main trafficways.
7. Approve bond purchase agreement with Neighborly and approve the sale of $654,000 in General Obligation Improvement Bonds, Series 2017-C. Declare an emergency and adopt on first and second readings, Ordinance No. 9352, providing for the issuance of General Obligation Improvement Bonds, Series 2017-C, and adopt Resolution No. 7202, prescribing the forms and details of, and authorizing and directing the sale and delivery of General Obligation Improvement Bonds, Series 2017-C. 8. Accept dedication right-of-way associated with Minor Subdivision/Replat, MS-17-00071, to combine the following properties into one lot: 1700 W/ 31st Street, Lot 1 Colt Subdivision No. 2; 1717 W. 31st Street, Lot 3 Colt Subdivision No. 2; and 3215 Ousdahl Road, Lot 1A, A Lot Split of Lot 1, Pine Ridge Plaza Addition. ADDRESSING THE COMMISSION: The public is allowed to speak to any items or issues that are not scheduled on the agenda after first being recognized by the Mayor. As a general practice, the Commission will not discuss/debate these items, nor will the Commission make decisions on items presented during this time, rather they will refer the items to staff for follow up, if necessary. Individuals are asked to come to the microphone, sign in, and state their name and address. Speakers should address all comments/questions to the Commission.

· Sixth Biannual Preservation Achievement Awards, Thursday, May 25, 7:00 – 9:00 p.m. Location: Cider Gallery, 810 Pennsylvania Street.
· City offices will be closed Monday, May 29 in observance of Memorial Day.
· City offices will be closed Tuesday, July 4, in observance of Independence Day.
· The City Commission meeting scheduled for Tuesday, July 4 is canceled due to it being a holiday. The July 11 meeting will be a regular City Commission meeting and there will NOT be a work session meeting in July.

Affordable Housing Advisory Board
One vacancy for a position that expired 12/31/16. This position is designated for a person who is a current or former resident of subsidized housing.
One position expires 05/31/17.
Citizen Advisory Board for Fair and Impartial Policing:
One vacancy for a position that expired 03/01/16 and one vacancy for a position that expires 03/01/19. Two positions expire 03/01/17 and are eligible for reappointment to additional terms.
Douglas County Community Corrections Advisory Board:
One vacancy for a position that expired 05/31/16.
Douglas County Senior Services Board:
One vacancy for a position that expired 12/31/16.
Electrical Code Board of Appeals:
One vacancy for a position that expires 03/31/18 and is designated for a Journeyman Electrician. Three positions expired 03/31/17, with one position (Electrical Contractor) vacant, and two positions (at-large rep/Journeyman Electrician) eligible for reappointment to additional terms.
Two positions expired 03/31/17, with one position and one position eligible for reappointment to an additional term.
One position expires 04/30/17 and will become vacant.
Plumbing Code Board of Appeals:
