Chair Koprince called the meeting to order at 5:30 p.m.
1. Introductions
The committee members introduced themselves.
2. Approval of the March 9, 2017 Minutes
Delaney moved to approve the CDAC meeting minutes from March 9, 2017. Minor seconded the motion. The motion passed 9-0 with Koprince abstaining.
3. Discussion of 2017 CDBG /HOME allocations
Dresslar said that there are still not finalized numbers from HUD on the 2017 allocation, so for the time being the City is still working with the estimated numbers. The public comment period and the public hearing at this point will reflect the estimated numbers as to begin the process.
If the committee wishes to leave the allocation decisions as is at this point, they can do that. If the numbers stay the same, these are the figures that will be sent to the Lawrence Journal World for publication in reference to the public hearing on 4/27/17. If there is further discussion on the items, now is the time to have that conversation.
Dresslar explained that Congress is currently working off of a Continuing Resolution where the 2017 budget is concerned, and it is still unknown what the process will look like or how the numbers will come out. Congress can decide to fund at 2016 levels or they can decide to cut. Staff has included in the Action Plan narrative, under a directive from HUD, to describe how a cut or increase would be handled in the case of final numbers being released after or well into the comment period. Staff has indicated that they will apply an across-the-board cut or increase to all activities based on the final numbers. Dresslar said that the Willow would probably be left at its allocation as it is very small and for a specific activity and not set up like the other items. Therefore, the Willow will not increase or decrease with a change in the allocation amount.
Dresslar noted that the President’s Budget Blueprint for 2018 has been released and it calls for total elimination of both the CDBG and HOME programs. The 2018 budget is still a long process, and there has been a very big push as of late for communities to highlight what CDBG and HOME do for their citizens, as well as the overall importance of the program. Staff will keep the CDAC updated on the progress of the 2018 budget. If the programs do survive the budget process, there will most likely be very large cuts to work with. This will lead to some difficult conversations on the best way to utilize the funding.
Koprince moved to accept the staff’s recommendation of a straight percentage increase or decrease after receipt of the final grant amounts from HUD to the CDBG and HOME activities, with the exception of the Willow Domestic Violence Center which will remain as currently allocated. Coker seconded the motion. The motion passed 10-0.
4. Discussion of the April 27, 2017 Public Hearing
Dresslar explained that this was the required spring public hearing, and it will cover the 2017 Action Plan and Investment Summary, in addition to opening the 30-day public comment period. The public notice will run in the Lawrence Journal World on Thursday, April 20 informing the public of the hearing as well as the proposed allocation numbers. The public hearing will be where the CDAC finalized the allocation amounts, as well as were they have an opportunity to listen to the public speak.
Dresslar said the meeting will start at 5:45pm and the public hearing portion will begin at 6:00pm. Also, the CDAC will have a conversation about the summer schedule at that time.

Delaney moved to adjourn the April 13, 2017 meeting of the CDAC at 5:45 p.m. Pondrom seconded the motion. The motion passed 10-0.
