Executive Summary: |
Existing 19th Street from Iowa Street to Naismith has a Pavement Condition Index of 44 including rutting, raveling and base failures. This section has been included to be reconstructed with the projects funded with the Infrastructure Sales Tax. The proposed improvements include a center turn lane, bike lanes, storm sewer, waterline, sewer line, a shared-use path on the north side of 19th Street and sidewalk on the south side.
Reconstruction is being completed in two phases: Phase A to include the area around the intersection of 19th & Naismith in the summer of 2017 and Phase B would include reconstructing 19th Street between Naismith and Iowa (excluding the recently completed 19th & Ousdahl) in the summer of 2018. The splitting of the project into two phases will accommodate the goal of completing construction activities in the summer months (after spring graduation and prior to fall semester).
Phase A plans include reconstruction of the 19th & Naismith intersection with a new traffic signal and completion of the gap sidewalk on the north side of 19th Street from Naismith to Alabama. Additionally the storm sewer on Naismith from 18th Street to 19th Terrace will be replaced as the condition of the existing line is failing. The University of Kansas has indicated they are willing to contribute $27,000; the estimated cost of the adjacent shared-use path for Phase A. Naismith Hall donated right-of-way and easements to the city for construction of bike lanes and sidewalks along the south side of their property.
Construction will begin following KU Commencement and the project has a completion date of August 4th for the road to be reopened to traffic. Traffic control signage will be installed at 19th & Louisiana, 23rd & Naismith and 19th & Iowa indicating that 19th & Naismith is closed. Road closed 'Local Traffic Only' signage will be installed on 21st Street, 19th Terrace and Alabama Street to deter cut through traffic. The City and KU will provide routing maps to the summer camps and classes to access the university during construction.
