12/13/11 @ 3:30 p.m.:

Made the following changes to Regular Agenda Item No. 1 – 4100 W. 24^th Street;

o Added the Inverness Park District Plan in its entirety; and

o Renamed the link to the Inverness Park District Plan Future Land Use Map.

A. RECOGNITION/PROCLAMATION/PRESENTATION:

1. Presentation of plaque for Lawrence being designated as a Runner Friendly community.

2. Presentation from John Tacha concerning Lawrence Community Shelter.

B. CONSENT AGENDA:

NOTE: All matters listed below on the Consent Agenda are considered under one motion and will be enacted by one motion. There will be no separate discussion on those items. If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately.

1. Receive minutes from various boards and commissions:

Bicycle Advisory Committee meeting of 11/15/11

2. Approve all claims. The list of approved claims will be posted to the agenda the day after the City Commission meeting.

3. Approve licenses as recommended by the City Clerk’s Office.

4. Approve appointments as recommended by the Mayor.

5. Bid and purchase items:

a) Approve increase to Purchase Order 004103 in the amount of $7,000 for a total of $18,988 for concrete specification verification testing by Geotechnology, Inc. Staff Memo

b) Approve purchase of 220 handheld and 200 mobile radios from TFMCComm, Inc., in an amount not to exceed $1,850,000, through a cooperative bid on the State of Kansas Equipment Purchase Contract. Bid Memo & Attachments

6. Adopt on second and final reading, Ordinance No. 8687, for rezoning (Z-9-24-11) approximately 3.3 acres from RSO (Single-Dwelling Residential-Office) & CS (Strip Commercial) to CS (Strip Commercial), located at 2600 Redbud Lane, 2620 Iowa Street, 2626 Iowa Street, and 2032 W 27^th Street. 7. Adopt the following resolutions:

9. Receive Geometric Improvement Funding from KDOT in the amount of $500,000 for improvements at 23^rd and Iowa, and authorize the distribution of Request for Qualifications for the design of the intersection. Staff Memo & Attachments

11. Approve renewal of excess workers compensation coverage with Safety national for the insurance period of 01/01/12 – 12/31/12 for an estimated premium of $40,779. Staff Memo

12. Receive letter from Stuart Boley requesting the City acquire a vacant lot in the 1500 Block of 21^st Terrace for a pocket park; refer to staff for a recommendation.

13. Authorize the Mayor to sign a Release of Mortgage for Aaron Blosser and Bonnie Burgess, 1226 Connecticut. Staff Memo

ADDRESSING THE COMMISSION: The public is allowed to speak to any regular agenda item or give public comment after first being recognized by the Mayor. Board of Zoning Appeals/Sign Code Board of Appeals:

One vacancy for a position that expires 09/30/13.

Community Development Advisory Committee:

One position expires 09/30/11. This is an at-large position.

Convention and Visitors Bureau Advisory Board:

Two vacancies – one position expires 07/01/14 and one position expires 07/01/15 and is designated for a hotel/motel industry representative.

Downtown Task Force:

Appointment of seven to eleven members available on this newly formed task force.

Electrical Code Board of Appeals:

One vacancy for a position that expired 03/31/11. Eligibility requirements exist for this board.

Homeless Issues Advisory Committee:

Four positions expire 12/31/11, two are eligible for reappointment and two positions are currently vacant.

Lawrence Alliance:

One vacancy for a position that expired 11/30/11 and one position that expired 11/30/11 and is eligible for reappointment to an additional term.

Lawrence Citizen Advisory Board:

One vacancy for a position that expires 03/01/12.

Lawrence Cultural Arts Commission:

One vacancy for a position that expires 01/31/14.

Lawrence Douglas County Advocacy Council on Aging:

Four positions are currently vacant. Four additional appoints expire 12/31/11 and all are eligible for reappointment to additional terms.

Lawrence-Douglas County Bicycle Advisory Committee:

One vacancy for a position that expires 12/31/12 and one vacancy for a position that expires 12/31/13.

Public Transit Advisory Committee:

Three positions expire 12/31/11 and all are eligible for reappointment to additional terms.

Sales Tax Audit Committee:

One vacancy for a position that expires 04/30/14.
