A.        RECOGNITION/PROCLAMATION/PRESENTATION:

 

1.       Proclaim Sunday, October 31, 2010 as Halloween Beggars Night.

 

2.       Proclaim the month of October to be Community Planning Month.

 

3.       Proclaim recognition of the American Planning Association’s designation of Massachusetts Street as a “Great Street in America for 2010.”

 

 

B.        CONSENT AGENDA:

 

NOTE:  All matters listed below on the Consent Agenda are considered under one motion and will be enacted by one motion.  There will be no separate discussion on those items.  If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately.

 

1.       Approve City Commission meeting minutes from 07/13/10 and 09/28/10.

 

2.       Receive minutes from various boards and commissions:

 

Lawrence Cultural Arts Commission meeting of 09/08/10

Convention and Visitors Bureau meeting of 08/24/10

Parks & Recreation Advisory Board meeting of 10/12/10

 

3.       Approve all claims.  The list of approved claims will be posted to the agenda the day after the City Commission meeting.

 

4.       Approve licenses as recommended by the City Clerk’s Office.    

 

5.       Approve appointments (updated 10/26/10) as recommended by the Mayor. 

 

6.       Bid and purchase items:

 

a)       Set bid opening date of November 16, 2010 for Bid Number B1059, 2010 Electrical Preventive Maintenance.   Bid Memo

 

b)       Set the bid date of November 16, 2010 for the Weatherization Program 2010 at 84 addresses within the city limits of Lawrence.

 

c)       Set a Bid Opening Date of November 23, 2010 for Bid No. B1064; Kaw Water Treatment Plant Sludge Collector Drives Replacement.   Bid Memo

 

d)       Reject all bids received for Bid No. 1050 on September 28, 2010, authorize staff to re-bid Project UT0905CS with alternates, and set a bid date of November 16, 2010 for Bid No. B1058 Project UT0905CS, Sanitary Sewer Main Replacement for the 1100 block of Delaware Street, the 1500 block New Hampshire Street and the 700 block of Michigan Street.   Bid Memo & Attachments

 

e)       Authorize the City Manager to execute an Engineering Services Agreement with Professional Engineering Consultants in the amount of $271,782 for Design Phase Engineering Services for project UT0919CS General Wastewater Pumping Station Improvements Priority Groups I and II.   Staff Memo & Attachments

 

f)       Authorize payment of $30,000 to reimburse Orscheln Farm & Home for access management public improvements.  KDOT will reimburse the City $25,000, for a final cost to the City of $5,000.   Staff Memo & Attachments

 

7.       Authorize the issuance of a Request for Qualifications for an off-site health and wellness center for City employees.    Staff Memo & Attachments

9.       Authorize the City Manager to sign a Memorandum of Understanding for the Safe Winter Walkways program.   Staff Memo & Attachments

 

10.     Authorize the City Manager to enter into an agreement with Kissick Construction Company and/or Bowersock Mills and Power Company or an affiliated corporation, for the temporary use of City property on the north bank of the Kansas River for the storage of a construction crane.   Staff Memo & Attachments

 

11.      Authorize the Mayor to sign Subordination Agreements for Sandra Unfred, 828 Locust Street and Stan and Cathy Weil, 1706 Vermont Street.   Staff Memo

2.       Consider approving Resolution No. 6909, a Resolution of Intent to issue $7 million in Industrial Revenue Bonds for Plastikon Industries and schedule a meeting of the Public Incentives Review Committee (PIRC) for November 3, 2010 to consider an employee training incentive for Plastikon.   Staff Memo & Attachments   Press Release

I.         CURRENT VACANCIES – BOARDS/COMMISSIONS:

Board of Zoning Appeals/Sign Code Board of Appeals:

One vacancy for a position that expired 09/30/10. 

 

Building Code Board of Appeals:

Four positions expire 11/30/10.  One is eligible for reappointment to an additional term.  Three positions have completed two consecutive terms and will become vacant 11/30/10.  Eligibility requirements exist for this board.

 

Community Commission on Homelessness:

One vacancy that expired 06/30/10 (this term was extended to finish work on the Housing Vision.  Replacement term will expire 12/31/12).  Two vacancies for terms that expire 12/31/11.

 

Community Development Advisory Committee:

Two vacancies for at-large positions that expired 09/30/10 and 09/30/11.  One additional term expired 09/30/10.

 

Contractor Licensing Board:

Three positions expire 12/31/10.  All are eligible for reappointment to additional terms.  Eligibility requirements exist for this board.

 

Electrical Code Board of Appeals:

One vacancy for a position that expired 03/31/10 and one vacancy for a position that expires 03/31/11.   Both positions are at-large positions.

 

Jayhawk Area Agency on Aging:

One vacancy on the Advisory Council that expired 09/30/10. 

 

Lawrence Alliance:

Six positions expire 11/30/10.  All are eligible for reappointment to additional terms.

 

Lawrence Bicycle Advisory Committee:

Three positions expire 12/31/10.  Two are eligible for reappointment to additional terms.  One has served two consecutive terms and will become vacant 12/31/10.

 

Lawrence Cultural Arts Commission:

Two vacancies for positions that expire 01/31/11.

 

Lawrence Douglas County Advocacy Council on Aging:

Three positions are currently vacant.

 

Lawrence Douglas County Metropolitan Planning Commission:

One vacancy for a position that expires 05/31/12.

 

Public Transit Advisory Committee:

Three positions expire 12/31/10.  All are eligible for reappointment to additional terms.

 

Sales Tax Audit Committee:

One vacancy expired 04/30/10. 

 

Sister Cities Advisory Board:

Five positions expire 12/31/10.  All are eligible for reappointment to additional terms.
