Please include the following item on the City Commission Consent Agenda for consideration at the October 26, 2010 meeting:
Approval of $30,000 reimbursement to Orscheln Farm & Home for access management public improvements; KDOT will reimburse city $25,000 for a final cost to city of $5,000.
Project History
In April 2004 the city was awarded an Economic Development Grant from KDOT for consolidation of access points along 23rd Street from Iowa to Louisiana. The total project was estimated at $936,000. KDOT agreed to pay 75% of actual construction costs up to a maximum of $500,000. City costs include engineering, right-of-way, utilities and 25% of construction costs.
Originally the plan was to be one project that would affect some thirty access points. Due to lack of participation by business/property owners, staff has been working with smaller, single/dual access consolidation projects using the grant funds as opportunities arise.
Four projects have been completed: Long John Silver’s restaurant, CVS Pharmacy/El Mezcal, University Bookstore/O’Reilly Auto Parts (now GTM Sportswear), and Bryant Collision Repair.
Project Details
Public improvements were completed as part of the Oscheln Farm & Home site construction that occurred earlier this year. Improvements included a right turn lane, waterline relocation and sidewalk construction. KDOT agreed to commit $25,000 from the 23rd St. access management grant with a city participation of $5,000. The balance is being funded by the owner.
Project Funding
Orscheln Farm & Home access management public improvements:
Owner participation: $86,524.00.
KDOT funding: $25,000.00
City cost: $5,000.00
Final construction cost: $116,524.00
KDOT has officially accepted this project. We have received letter from RD Johnson Excavating confirming full payment for this work.
Action Request
Approval of $30,000 to reimburse Orscheln for work completed. KDOT will then in turn reimburse city $25,000; resulting in a final cost to city of $5,000.
